A RESOLUTION OF INTENT TO SEER LEGISLATION
THAT PERMITS THE REMOVAL OF COMMISSIONERS TO
CITY BOARDS AND COMMISSIONS BY MAJORITY VOTE;
AND FOR OTHER PURPOSES.
WHEREAS, the Little Rock Board of Directors is responsible
for the appointment and removal of commissioners to various
boards and commissions; and
Wf7EREAS, some of these commissions exercise great authority
and power that reflect upon the governance of the City; and
WHEREAS, these commissions should be accountable to the
popularly elected representatives of City government; and
WHEREAS, state law currently requires super majorities to
remove commissioners from these commissions, but the Board of
Directors believes that more direct accountability is
appropriate.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The Board of Directors states its intent to seek
legislation, at the first session of the General Assembly during
which the issue can be considered, to amend various Arkansas
statutes to provide that the members of boards and commissions
appointed by, or approved by, a city governing body, shall be
subject to appointment or removal upon a simple majority vote of
the popularly elected governing body of the city.
Section 2. The City Attorney is directed to prepare an
initial draft of such proposed legislation. This legislation
shall be used by the Mayor and other members of the Board of
Directors in discussions with the Governor and members of the
state legislative delegation with the hopes of achieving its
adoption.
