WHEREAS, the City adopted a residency requirement for all persons offered employment with the City after January 1, 1994, with the express understanding that the policy would be revisited one year later to determine what impact it has had upon the City; and WHEREAS, there was an effort in late 1994 to amend the policy to recognize certain exceptions but, at the request of some employee groups this amendment was not adopted so the entire policy could be reconsidered after the first of the year; and WHEREAS, after this reconsideration it is the belief of the Board of Directors that the policy has not made a significant positive impact upon the number of applicants but, has created a negative impact because of the City's inability to consider good candidates for employment. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: Little Rock, Ark., Resolution No. 9,073 (January 4, 1994) is repealed and starting immediately persons applying for employment with the City of Little Rock do not have to reside within the corporate boundaries of the City.
