A RESOLUTION AUTHORIZING THE CITY

MANAGER TO ENTER INTO A CONTRACT

WITH J -QUAD & ASSOCIATES, LTD. TO

PERFORM AN ANALYSIS OF IMPEDIMENTS

TO FAIR HOUSING.

WHEREAS, HUD regulations pertaining to the City's
12
consolidated Plan require performance of an Analysis of
13
Impediments to Fair Housing; and
14 WHEREAS, the analysis is intended to assess citizens' views
15
on fair housing, identify impediments, and recommend actions to
16 eliminate any impediments identified; and
17 WHEREAS, the analysis is required to be prepared and on
18 file with the City prior to February 6, 1996; and
19 WHEREAS, the Board approved Ordinance No. 16,950 on August
20 1, 1995, which authorized hiring a consultant to perform the
21 analysis and classified the services as professional services;
22 and
23 WHEREAS, J -Quad & Associates, Limited is a Dallas based
24 firm and has significant experience and expertise in the
25 preparation of similar analyses and studies; and
26 WHEREAS, to facilitate completion of the report by the
27 required deadline J -Quad has.requested a contract start date of
28 November 1, 1995.
29 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
30 THE CITY OF LITTLE ROCK, ARKANSAS:
31 SECTION 1. The City Manager is authorized to enter into a
32 contract with J -Quad and Associates, Limited to perform an
33 Analysis of Impediments to Fair Housing.
34 SECTION 2. This resolution shall be in full force and
35 effect from and after its adoption.
