95140 0 554 RESOLUTION NO. 9,514 A RESOLUTION ESTABLISHING A LITTLE ROCK FIRST PROGRAM FOR LITTLE ROCK TO PROVIDE EMPLOYMENT OPPORTUNITIES FOR ECONOMICALLY DISADVANTAGED RESIDENTS OF THE CITY. WHEREAS, the primary responsibility of the City Government of Little Rock is to provide the basic services to its citizens; and WHEREAS, the continued delivery of those services depends upon a sound economy to provide the tax base to support those services; and WHEREAS, the City Board of Directors has already recognized that economic development is within the scope of public purpose; and WHEREAS, the goal of economic development is to create new jobs; and WHEREAS, the creation of new jobs through the expenditure of public funds provides the opportunity to address the problems of the structurally unemployed without mandating to the employer who is to be hired. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION I. The City of Little Rock hereby adopts a Little Rock First Program that applies to any person, corporation, tenant of any development, or any other legal entity that benefits from a City assisted economic development as defined in Section II. SECTION II. The City will encourage Little Rock First Program participation for development projects which receive the following types of public assistance: A. Job Training Partnership Act Funds mmm"Mm ==low 555 1 B. Industrial Revenue Bonds 2 C. Enterprise Zones 3 D. City Construction Contracts 4 5 SECTION III. The City recognizes the Employment Security 6 Department as the Little Rock First Agency and will recognize 7 additional community based job banks as Little Rock First 8 Referral Agencies upon the recommendation of the City Manager. 9 SECTION IV. The Employment Security Department shall 10 provide prospective employers participating in the Little Rock 11 First Program with potential employees for filling new job 12 13 opportunities. The Employment Security Department will provide 14 qualified applicants who: 15 A. Have been unemployed for not less that the preceding 16 six months; or 17 B. Are recipients of General Assistance, AFDC, or food 18 stamps; or 19 20 C. Are members of households with a family income level 21 at or below the statewide level of poverty. 22 The Employment Security Department will contact Little Rock 23 First applicants to make appropriate job skills determinations 24 and direct referrals to companies participating in the Little 25 Rock First Program. Referrals will be identified in the 26 27 Employment Security Department computer system to allow tracking 28 of services. Little Rock First applicants meeting the minimum 29 skills required by the job order will be given interview times 30 until the job is filled. Only those applicants that are 31 identified as having at least the minimum skill level will be 32 referred. 33 34 SECTION V. Little Rock First Referral Agencies will assist 35 by identifying qualified job applicants and referring them to 36 0 0 556 the Employment Security Department on designated referral forms which include the name, address phone number and specific qualifications necessary for participation in the Little Rock First Program. SECTION VI. Employers participating in the Little Rock First Program will be encouraged to identify the jobs whose applicants are to be sought from the Employment Security Department and provide for interviews of said referrals until the position is filled. SECTION VII. The City will monitor the Little Rock First Program by contacting the Employment Security Department and participating companies to determine if the program should be modified or expanded. An annual report will be provided to the City Manager indicating the results of the program. The City will be proactive and market the Little Rock First Program to other businesses through the Chamber of Commerce and others who wish to assist economically disadvantaged persons. SECTION VIII.
