RESOLUTION NO. 9,438
A RESOLUTION AUTHORIZING AN
INTERLOCAL AGREEMENT BETWEEN THE
CITY OF LITTLE ROCK, ARKANSAS, AND
PULASKI COUNTY, ARKANSAS, FOR A
SERVICES CONTRACT FOR A GEOGRAPHIC
INFORMATION SYSTEM ANALYST; AND FOR
OTHER PURPOSES.
WHEREAS, Pulaski County ( "County ") seeks to increase its
geographic information system usage and knowledge; and
WHEREAS, the Pulaski County Quorum Court has provided funding
to initiate a geographic information system; and
WHEREAS, the County has a short -term contract with Metroplan
to provide forty (40) hours of geographic information system
consulting services per month, which service has not been
sufficient to develop and operate a geographic information system;
and
WHEREAS, the City of Little Rock ( "City ") has a need for a
geographic information system analyst part -time, and the County
has a need for a geographic information system analyst for more
than forty (40) hours per month; and
WHEREAS, this Board believes that it is beneficial to the
City's citizens to hire a geographic information system analyst,
which position will be jointly funded by the City and the County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. In order to facilitate the hiring of a geographic
information system analyst, which position will be jointly funded
by the City and the County, the Board hereby authorizes the
preparation and execution of an interlocal agreement between the
City and the County enabling the hiring of a geographic
information system analyst.

GEOGRAPHIC INFORMATION SYSTEM SERVICES
INTERLOCAL AGREEMENT
THIS AGREEMENT is made and entered into as of the day
of , 1995, by and between THE CITY OF LITTLE ROCK,
ARKANSAS, ( "City "), a city of the first class, and PULASKI
COUNTY ( "County "), a county of the state of Arkansas.
WHEREAS, the County is a non - voting member of Pulaski Area
Geographic Information System; and
WHEREAS, the County seeks to increase its geographic
information system usage and knowledge; and
WHEREAS, the Pulaski County Quorum Court has provided
funding in the Road and Bridges Department Budget to begin a
geographic information system; and
WHEREAS, Pulaski County Public Works does not have
personnel with sufficient knowledge of geographic information
systems to develop the system; and
WHEREAS, the County has a short -term contract with
Metroplan to provide forty (40) hours of geographic information
system consulting services per month, and this service has not
been sufficient to develop and operate a geographic information
system; and
WHEREAS, the City has a need for a geographic information
system analyst on a part -time basis and the County has a need
for a geographic information system analysts services for more
than forty (40) hours per month; and
WHEREAS, the City Board of Directors and the Quorum Court
of Pulaski County by ordinance or resolution have authorized the
Mayor of Little Rock and the County Judge of Pulaski County to
enter into this Agreement.
NOW, THEREFORE, in consideration of the mutual covenants
and agreements of the City and the County and on the terms and
conditions set out herein, it is agreed as follows:
1. TERM. The initial term of this Agreement shall extend
from July 10, 1995, until December 31, 1995, and may be
modified, renewed, or extended on a yearly basis with the
written approval of both the City and County. This Agreement may
be terminated by either the City or the County by giving written
notice of termination to the other six (6) months prior to the
date of termination pursuant to Ark. Code Ann. § 14- 14- 910(3) (E)
(Michie 1987).
2. PURPOSE. The purpose of this Agreement is to hire a
geographic information system analyst, which position will be
jointly funded by the City and the County.
3. MANNER OF FINANCING. The funding of the analyst position
will be apportioned one -third (1/3) by the City and two- thirds
(2/3) by the County. The analyst's work schedule will be shared
at the percentage of payment, approximately thirteen (13) hours
per week for the City and twenty -seven (27) hours per week for
the County. The County agrees to pay at the rate of Twenty -Four
Thousand Dollars ($24,000) per year for approximately 1,387
hours of the analyst's services. The City will pay Twelve
Thousand Dollars ($12,000) per year for approximately 693 hours
of the analyst's services. The initial salary for the position
will be approximately Twenty -seven Thousand Nine Hundred Dollars
($27,900), and the position will be entitled to all benefits
that the City offers.
4. ADMINISTRATION. The City will hire the analyst to
perform the geographic information system services. The analyst

will be subject to the provisions contained in the City's
Administrative Personnel Policy & Procedures Manual. The analyst
is subject to termination by the City.
5. SEVERABILITY. The provisions of this Agreement are
declared to be severable. If any provision hereof shall be held
to be invalid or to be inapplicable to any person or
circumstance, such holding shall not affect the validity or
applicability of the remainder hereof.
6. This Agreement shall not be effective until such time as
it has received all approvals as required by Ark. Code Ann. §
25 -20 -102 et. seq. (Michie 1992) and Ark. Code Ann. § 14 -14 -910
(Michie 1987).
