PURPOSES.

WHEREAS, the United States Congress is currently debating
proposals to see unfunded mandates by the federal government on
state and local governments, and
WHEREAS, the Board of Directors is in full support of this
concept because it assures better municipal services to the
citizens when valuable tax dollars are not siphoned off to pay
for federal programs that may not have any real relation to the
needs of local citizens, and
WHEREAS, to continue to require unfunded federal mandates
is in violation of the guarantees that cities and states should
enjoy pursuant to the Tenth Amendment to the United States
Constitution;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors states its support for
federal legislation that would prohibit the federal government
from forcing unfunded federal mandates upon state and local
governments.
SECTION 2. The City Clerk is directed to send copies of
this resolution to the Arkansas congressional delegation and to
the Pulaski County legislative delegation as soon as possible.
