4 A RESOLUTION AUTHORIZING THE CITY
5 MANAGER TO EXTEND THE AGREEMENT WITH
6 NEW FUTURES TO ADMINISTER THE
7 PREVENTION INTERVENTION AND
8 TREATMENT GRANT PROGRAM; AND FOR
9 OTHER PURPOSES.

11 WHEREAS, the City passed Resolution No. 9,220 on August 16,
12 1994 which authorized the City Manager to enter into an agreement
13 with New Futures at no cost to the City for assistance to
14 administer and facilitate the grant proposals received for
15 prevention, intervention and treatment programs that are a part of
16 the Future - Little Rock initiative, and
17 WHEREAS, Six Hundred Thousand Dollars ($600,000) was awarded
18 to sixteen (16) programs selected to provide neighborhood
19 prevention, intervention and treatment projects on December 20,
20 1994, and
21 WHEREAS, Resolution No. 9,220 expired on December 31, 1994,
22 and
23 WHEREAS, New Futures has agreed to administer the startup
24 administration of these programs and to submit a proposal for
25 continued services with costs.
26 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
27 THE CITY OF LITTLE ROCK, ARKANSAS:
28 SECTION 1. The City Manager is authorized to enter into an
29 agreement with New Futures, to administer and facilitate the
30 startup of programs for prevention, intervention, and treatment
31 that are part of the Future - Little Rock initiative.
32 SECTION 2. This agreement will expire on March 31, 1995,
33 unless extended. The extension of this agreement to March 31, 1995
34 shall be at no cost to the City.
35 SECTION 3. New Futures has indicated that it wishes to
36 continue oversight of these programs and has agreed to submit a

proposal with •costs for continued se• ces. The services
anticipated would be to host quarterly technical assistance
meetings for recipients, offer additional periodic training
opportunities to address issues and needs identified by recipients
during the quarterly meetings, to conduct bimonthly on -site visits
to each program, develop a uniform client data collection system,
assist with program planning and modification, and assist in
publicizing the City Neighborhood Grants Programs.
SECTION 4. New Futures anticipates submitting its proposal to
the Board prior to the March 31, 1995 expiration of this interim
agreement. This would require the Board to issue a sole source
ordinance which will be reviewed at that time.
