11 WHEREAS, the Department of Housing and Urban Development
(HUD) has published regulations to require a multi -year
12 consolidated plan and consolidated annual action plans to take
13 the place of the Comprehensive Housing Affordability Strategy
14 (CHAS) formerly required and annual applications for the
15 Community Development Block Grant (CDBG), the HOME Investment
16 Partnerships grant (HOME), the Emergency Shelter Grant (ESG),
and any other HUD - administered entitlement grants for which the
17 City may become eligible; and
18 WHEREAS, there will be a single program year (July 1
19 through June 30) for all formula grants and a single consolidated
20 performance report; and
WHEREAS, the consolidated planning and covered programs are
21 to extend and strengthen partnerships among all levels of
22 government and the private sector including for profit and
23 nonprofit organizations to provide decent housing, suitable
24 living environments as well as expand economic opportunities for
25 very low income and low income persons; and
26 WHEREAS, the proposed citizen participation plan (CP Plan)
meets by means of a Committee on Community Development and
27 Housing Needs; and
28 WHEREAS, its members will be named by the City Manager from
29 staff and governing boards of such agencies with their function
30 being to give technical assistance to staff in the development
of the consolidated plan; and
31 WHEREAS, the recommended plan builds on the long tradition
32 of Little Rock's CDBG citizen participation plan and satisfies
33 HUD's emphasis on participation of low- income citizens by
34 providing for designated low- income redevelopment areas.
35 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
36 THE CITY OF LITTLE ROCK, ARKANSAS:

CITY OF LITTLE ROCK
CITIZEN PARTICIPATION IN CONSOLIDATED PLANNING FOR
HOUSING AND COMMUNITY DEVELOPMENT PROGRAMS
SECTION I: PURPOSE AND OVERVIEW
In 1994 the U. S. Department of Housing and Urban
Development (HUD) promulgated regulations to require
consolidated planning and a single submission from each
state and local jurisdiction for all entitlement grant
programs of the Department. These include the Community
Development Block Grant (CDBG), Emergency Shelter Grant
(ESG), HOME Investment Partnerships (HOME), and Housing
Opportunities for Persons With AIDS (HOPWA) formula
programs. The one exception is the public housing
Comprehensive Grant, but regulations for that program were
changed to encourage local Housing Authorities to cooperate
in development of the Comprehensive Grant plan and the
jurisdiction's consolidated plan, in order to ensure that
both needs and resources of public housing authorities are
included in the planning effort to revitalize distressed
neighborhoods and help low- income residents. New
entitlement programs may be incorporated from time to time.
The consolidated plan takes the place of applications and
program descriptions for the covered entitlement grants. In
addition, a local government must have a consolidated plan
that is approved by HUD as a prerequisite for HUD to accept
applications from entities within the jurisdiction for non -
formula (competitive) grants, such as HOPE III, Shelter Plus
Care, and the various supportive and special needs housing
programs administered by HUD. Consequently, the plan must
comprehend much more than the several applications formerly
submitted for the programs consolidated under it. It must
take into consideration, be consistent with, and reasonably
address a large quantity of facts about Little Rock's
population, income levels, housing conditions, homelessness,
economic conditions, and the like. The consolidated plan
has six components: (a) housing and homeless needs
assessment, (b) housing market analysis, (c) strategies and
priority needs and objectives, (d) action plan, (e)
certifications, and (f) monitoring plan. Clearly, its
preparation involves and requires much technical knowledge
and skill.
However, all of the covered programs are intended to benefit
principally low- income people and low- income neighborhoods
(or areas). The intent of the planning regulations is to
secure a local strategy and action plan for carrying out HUD
programs which "builds on a participatory process at the
lowest levels" toward the overall goals, stated in the

regulations, "to provide decent housing, establish and
maintain a suitable living environment, and expand economic
opportunities for every American, particularly for very low -
income and low- income persons."
Accordingly, this plan provides for designation of
Redevelopment Areas in which a majority of the residents
have incomes not exceeding 80% of the metropolitan area
median, and for residents of each of those areas to elect an
Area Planning Committee to consider needs and suggested
activities or projects affecting the area and to make
recommendations to a Consolidated Planning Committee. The
Consolidated Planning Committee, composed of the chairperson
of each area committee, considers consolidated plans
developed by City Staff with technical advice and assistance
from a Committee on Community Development and Housing Needs.
The Consolidated Planning Committee is the representative
citizen committee which annually proposes to the Little Rock
Board of Directors the uses of community development and
housing entitlements anticipated by the City for each
program year. The Committee on Community Development and
Housing Needs is comprised of staff persons or officers of
various helping agencies, always including the Little Rock
Housing Authority, appointed by the City Manager to provide
information and advice. All of these committees are
advisory, of course; the Little Rock Board of Directors
decides on all proposed plans and uses of entitlement funds.
SECTION II: THE PROGRAM YEAR AND PLANNING SCHEDULE
The local program year for all affected housing and
community development programs begins on July 1 of the
Federal fiscal year in which the entitlements become
available and ends on June 30 of the next year, (That does
not mean that activities funded out of the year's
entitlements must be completed by the end of the program
year.) The consolidated plan must be submitted to HUD not
later than 45 days before the start of the program year, In
order to complete planning in time to meet that submission
date, the annual planning schedule is approximately as
follows:
July - September. The Committee on Community
Development and Housing Needs is appointed and meets as
required to assist staff to assess and analyze housing
and community development data and to advise on
strategies, objectives, and resources. Committee may
function as needed throughout the year to advise on
plan development.
September. Staff conducts a citywide public hearing on
community development and housing needs to (1) begin
the annual planning process and brief interested
persons on the citizen participation process and

schedule, (2) provide information on the purpose and
amounts of various entitlement. grants and other
resources anticipated and the results of needs
assessment by the Committee on Community Development
and Housing Needs, and (3) receive public comment on
proposed allocation of resources among those needs.
October. Redevelopment Area meetings are held to
review information and elect members of area planning
committees.
October - January. Area planning committees meet to
consider projects and activities sited in or otherwise
affecting their area and to recommend the most needed
public facilities improvement for the area. The
committees may function year- round, of course.
January, February. Consolidated Planning Committee
meets as required to develop recommended annual action
plan for recommendation to the Little Rock Board of
Directors.
February. Board of Directors conducts a public hearing
on the consolidated plan and projected uses of funds
and takes action as appropriate to authorize submittal
of the plan.
March, April. Staff completes publication
requirements, public comment period, environmental
reviews, and other pre - submittal steps.
May 1 -10. Consolidated plan submitted to HUD during
this period of time.
SECTION III: THE COMMITTEE ON COMMUNITY DEVELOPMENT
AND HOUSING NEEDS
Regulations stipulate that the City "shall consult with
other public and private agencies that provide assisted
housing, health services, and social services... during
preparation of the plan." They specifically require
consultation with the Housing Authority to assure that the
Authority's Comprehensive Grant application is consistent
with the City's consolidated plan and to the end that non -
housing services, improvements, and programs administered by
either are coordinated with those administered by the other.
Accordingly, an advisory Committee on Community Development
and Housing Needs is appointed annually by the City Manager.
It is comprised of staff persons or key policy board members
of allied public and private agencies that provide assisted
housing, health services, and social services, including
economic development assistance, and shall always include a
representative of the Little Rock Housing Authority. The

committee is established partly in recognition of the fact
that many housing and development needs of the low- income
community do not have a single locality and are not
identifiable with a particular neighborhood. Its function
is to inform and advise City staff and the citizen
participation committees, whose planning will culminate in
the annual plan and proposed use of funds submitted to the
Board of Directors, to the end that appropriate
consideration and allocation of resources is given to each
of the three overall goals: decent housing, suitable living
environment, and expanded economic opportunities.
SECTION IV: REDEVELOPMENT AREA PLANNING COMMITTEES
A. Redevelopment Areas
Pursuant to the express intention of applicable regulations
"especially to encourage participation by very low- and low -
income persons, particularly those living in ... blighted
areas and in areas where CDBG funds are proposed to be
used," the Board of Directors designates defined areas as
"redevelopment areas." (Redevelopment areas are not to be
confused with the Revitalization Area. Redevelopment areas
correspond to CDBG target areas under the old CDBG citizen
participation plan.) Areas which were designated CDBG areas
prior to 1994 continue as redevelopment areas. The Board of
Directors may designate a new redevelopment area effective
at the beginning of any housing and community development
program year, provided the following conditions have been
met:
1. The defined area is unified geographically and it can
be documented by U. S. Census data or by survey
techniques acceptable under HUD guidelines that it
contains at least 500 residents of Little Rock, at
least 51% of whom are low- income persons by definition
of HUD (<80% of the area median income).
2. At least thirty -six adults representing at least thirty
households in the area have signed a petition to the
Board of Directors to designate as a redevelopment area
the area defined.
3. The petition has been submitted to the Consolidated
Planning Committee for review, comment, and a
recommendation as to Board action.
4. Opportunity for public comment on the proposed
designation has been provided in connection with the
Board's annual hearing on projected uses of housing and
community development entitlement funds.
Current redevelopment area designations are as follows:

Granite Mountain. The residential area bounded on the west
by the west boundary of Booker Homes Public Housing Project,,
on the east by the City Limits, on the north by the Missouri
Pacific Railroad tracks, and on the south by extension of
the north boundary of Gillam Park.
East Little Rock. The area east of I -30, south of the
Arkansas River, and north and west of Adams Field, except
that the south boundary of the area is 14th Street from Bond
Street west to Last Street and 17th Street from Last west to
I -30.
Central Little Rock. The area bounded by Martin Luther King
Drive on the west, I -630 on the north, I -30 on the east and
Roosevelt Road on the south.
Central High School. The area bounded on the west by the
CRI &P Railroad right -of -way, on the east by Martin Luther
King Drive, on the north by I -630, and on the south by
Roosevelt Road.
South Little Rock. The area bounded by Schiller Street on
the west, by I -30 on the east, by Roosevelt Road on the
north, and by the CRI &P and Missouri Pacific Railroads on
the south.
Stephens School. The area bounded on the west by Elm
Street, on the east by the CRI &P Railroad, on the north by
I -630, and on the south by Roosevelt Road.
Oak Forest. The residential area bounded on the west by
University Avenue, on the east by Elm Street, on the north
by I -630, and on the south by Asher Avenue.
Woodruff School. The area bounded on the west by Elm Street
on the east by the Missouri Pacific Railroad right -of -way,
on the north by Markham, and on the south by I -630.
John Barrow. The area bounded by a line running from the
Rock Creek crossing of Asher Avenue westerly along Asher to
Colonel Glenn road, thence westerly along Colonel Glenn to a
point due south of the intersection of Weldon and 40th
street; thence north along Weldon to 40th, east to Hold
Street, and north to 28th; thence east to John Barrow Road,
north along John Barrow Road to the north boundary of the
Parkview High School campus; thence east to Walker Street,
thence south to 28th Street, east to Gilman, south to 32nd,
east to Whitfield, and south along Whitfield to 36th Street;
thence eastward along Rock Creek to the Asher Avenue
crossing, which was the point of beginning.
Pankey. The residential area along Arkansas Highway 10 from
Crockett Street to Black Road, and extending northward one

block north of Dunbar Street and southward one block south
of Piggee Street.
A map of each area indicating its boundaries is attached to
this plan.
B. Biennial Area Meetings
1. Public Notice Required. The CDBG and Housing Programs
Division annually publishes in newspapers of general
circulation and at the staff - conducted hearing on community
development and housing needs, ordinarily held in September,
notice of the dates, times, and places of redevelopment area
meetings scheduled to be held to elect area planning
committees. At least seven calendar days before each area
meeting a notice is mailed to persons in the area known to
be interested in housing and community development, a list
of whom is maintained by the Division for the purpose. Any
resident of any area who so desires shall be placed on that
list along with his or her mailing address.
2. Scheduled Meetings. Redevelopment area meetings must
be scheduled in each area every two years for the purpose of
electing an area planning committee, the members of which
serve for two year terms. Scheduled meetings are usually in
October or early November. The CDBG and Housing Programs
Division is required to schedule meetings to provide
opportunity for election of an area planning committee as
described below, but is not required or even permitted to
effect a successful election meeting of area residents by
repeated attempts or extraordinary measures.
The Division schedules the meetings so that one -half of the
redevelopment areas have opportunity to elect an area
planning committee each year, provided enough residents
attend to constitute a quorum for an election meeting. At
the option of area residents, by a motion duly adopted at an
area meeting at which a quorum is present and recorded in
the minutes thereof, an area may choose to have an election
meeting every year and elect one -half of the membership of
the area planning committee, in order to stagger terms;
however, it shall be the responsibility of the planning
committee for any such areas to arrange, with assistance
from their staff representative, the time and place and to
cause due public notice to be given for each such annual
meeting. Failure to give due public notice will cause all
actions taken at such meeting to be ruled invalid. If the
annual- meeting option is exercised, a quorum of residents
must attend, in order for an election to be held, and the
election shall be to fill only the seats of those members of
the area planning committee whose terms have expired, except
as provided in paragraph B.6 of this Section, and the
unexpired terms of those who have resigned or moved from the
area.

3. Deferred Meetings. If a quorum of residents is present
at a scheduled area election meeting, the election shall be
conducted at that time. Should a quorum not be present, no
action may be taken except to designate a time and place for
a deferred meeting, which must be at least two weeks later
in order to allow time for due notice. Due notice of a
deferred meeting shall be deemed to have been given when the
CDBG and Housing Programs Division mails notice at least
seven (7) calendar days in advance of the meeting to all
interested residents of the area on their mailing list;
further notice of a deferred meeting is not required, but
interested persons may further publicize the meeting by
announcements at meetings of neighborhood organizations, at
churches, by posters, in newsletters, by distribution of
handbills, or other means as they see fit. If a quorum of
area residents is present at the deferred meeting, they
shall proceed with election of the area planning committee;
if not, no further opportunity may be given and that area
must remain unrepresented by an area planning committee or
on the Consolidated Planning Committee until the next
scheduled biennial area meeting.
4. Conduct of Meetings. A City staff representative shall
preside at scheduled and deferred area election meetings.
He or she will summarize information on the purposes and
amounts of anticipated entitlement grants to the City,
recommendations of the Committee on Community Development
and Housing Needs, the kinds of activities funded in
previous years, the citizen participation planning process,
and the purposes of the Area Planning Committees. If a
quorum is found to be present the City staff representative
shall declare the number of seats vacant on the area
planning committee and, if the area has chosen to elect half
of the members annually, name the members whose terms have
not expired, then proceed with the nomination and election
of committee members. If a quorum is not present, residents
in attendance may determine an appropriate time and place,
at least two weeks thence, for a deferred area meeting.
5. Quorum and Voting. A quorum of area residents is
defined as eighteen (18) adult residents from at least
twelve different households. A quorum is so defined
regardless of area population. Any adult resident of the
area is entitled to vote in elections. An adult resident,
for purposes of determining a quorum and eligibility to
vote, is defined as a person 18 years of age or older whose
principal residence has been in the area for at least 90
days prior to the election.
6. Election of Area Planning Committee. The number of
members of the area planning committee is to be determined
by a vote at each biennial area election meeting before
nominations are accepted by the Chair. It must be not fewer
than eight (8) or more than fifteen (15). If the area has

opted to elect approximately one -half of committee members
annually, in order to stagger the terms, the size of the
committee may not be increased or decreased by more than two
seats in any one year.
The area meeting elects the members of the area planning
committee, but not its officers. The committee shall meet
either immediately after adjournment of the area meeting or
at an agreed time within two weeks to organize itself by
electing officers.
7. Minutes. The City staff representative for each area
is responsible for preparation of minutes of the area's
election meetings. At a minimum, minutes shall give the
date, time, and place of the meeting; identify the person
presiding; record determination of a quorum; list names and
addresses of persons elected to the area planning committee;
attach a roster of the names and addresses of persons in
attendance; and shall be signed by the staff representative.
The minutes are to be approved by the area planning
committee, with any necessary corrections, at its first
meeting after the election, attested by the chairperson, and
submitted promptly to the CDBG and Housing Programs Division
for filing.
8. Called Area Meetings. The area planning committee may
convene meetings of all interested residents of the area
from time to time to report, provide information, and obtain
comment on actions, developments, and issues affecting the
area. For such meetings, at which no election is to be held
and no actions taken as representative of the area
population, notice by publication or mail is optional; the
committee may convene the meeting by word of mouth or
otherwise give notice, as it deems suitable for the purpose.
C. Area Plannina Committees
1. Organization, Officers. Each area planning committee
shall organize itself within two weeks after area election
meetings by electing a Chair, Vice - chair, and Secretary.
Other officers of the committee are optional. The Chair
presides at meetings of the committee and at called area
meetings and is the member of the consolidated planning
committee from the area. The Vice -chair presides at
meetings when the Chair is absent and is the alternate to
the Chair on the consolidated planning committee. The
Secretary prepares minutes of each meeting of the committee
and promptly submits them to the CDBG and Housing Programs
Division for filing.
2. Committee Meetings. The area planning committee may
meet at stated times or at the call of the Chair during the
planning season or throughout the year, as determined by the
committee. Its meetings must be open to the public, but

persons not duly elected committee members may have the
privilege..of the floor to speak on issues before the
committee or to raise directly new issues only with the
express consent of the committee. Any member of the
committee may, of course, bring before the committee
concerns or views expressed to him or her by any citizen.

3. Functions. The area planning committee receives and
considers suggestions from citizens, City staff, or any
other source as to needed improvements to publicly -owned
infrastructure (streets, drainage, water supply, sanitary or
storm sewer facilities, etc.) in the area. It annually
submits, by the date specified in the annual planning
schedule, a single public works improvement project
recommendation for consideration by the Consolidated
Planning Committee. The area planning committee may propose
only one project per year; its task is to propose wisely, in
light of potential benefit and available resources, a

In addition, the area planning committee receives requests
for comment and recommendation on projects and activities
proposed by incorporated entities, whether for - profit, not -
for- profit, or governmental, to be sited in the area or
otherwise potentially affecting the area. Such projects and
activities include, but are not limited to, rental and
owner - occupied housing development, public facilities other
than infrastructure, and public services having impact on
the area. Endorsement of a project proposed to be owned or
developed by incorporated entities counts as the single
public facilities improvements project recommendation of the
area planning committee only if the owner is asking that
infrastructure construction or reconstruction essential to
implementation of the project be carried out at public
expense apart from funds allocated for housing development
assistance.
4. Minutes. Minutes shall, at a minimum, provide the
date, time, and place of each meeting; list committee
members present and absent; record results on all motions
duly made and seconded; and be signed by the Secretary.
Minutes shall be forwarded promptly to the CDBG and Housing
Programs Division for filing as received; any corrections
required by the area planning committee are to be noted in
minutes subsequently forwarded and filed. Recommendations
presented as those of an area planning committee, but not
supported by minutes signed by the Secretary of the
committee and filed with the Division, may be disregarded.

SECTION V: THE CONSOLIDATED PLANNING COMMITTEE
A. Membership, Organization
The Chair of each redevelopment area planning committee is a
voting member of the Consolidated Planning Committee (CP
Committee). The Vice -chair of each redevelopment area
planning committee is the alternate to that committee's
Chair, is notified of and expected to attend and participate
in deliberations at meetings of the CP Committee, and votes
in the absence of the area committee Chair. Three City
staff persons are non - voting, advisory members of the CP
Committee: the Director of Neighborhoods and Planning, the
CDBG and Housing Programs Manager, and the Community
Development Planner.

B. Committee Meetings
During the year following the organizing meeting described
in the foregoing paragraph, meetings of the CP Committee are
convened as required and with due notice to all members and
alternates, per schedule by the Committee itself or at the
call of the Chair or any three voting members of the
Committee.
A majority of duly elected redevelopment area planning
committee Chairs and Vice - chairs acting as alternates in the
absence of their Chairs shall constitute a quorum of the CP
Committee for conduct of business. No person other than the
duly elected Chair or Vice -chair may represent an area
planning committee on the CP Committee, and voting by proxy
is not allowed.
The CP Committee is a working body. Its meetings are not
closed and its deliberations are not secret, but it is not
intended to function as a public forum; ample provision for
direct citizen participation and advocacy is made through
area meetings, meetings of area planning committees, and
duly called public hearings. Therefore, and in the interest
of even representation of all redevelopment areas in the
deliberative function of the CP Committee, attendance at
Committee meetings by persons other than Committee members,
alternates, working staff, and news media reporters is
expressly discouraged. No one other than members,
alternates, and working staff persons may be recognized by
the Chair to speak or enter into discussion on matters
before the Committee.

C. Committee Functions

The Consolidated Planning Committee annually receives and
considers the project proposal from each redevelopment area
planning committee and any recommendations from area
committees concerning applications for funding from
corporate entities for projects affecting the area. It
considers the consolidated plans and uses of funds drafted
by staff with the assistance of the Committee on Community
Development and Housing Needs, makes any changes it deems
appropriate, and recommends a Consolidated Plan and Annual
Action Plans to the Little Rock Board of Directors.
The CP Committee also considers and makes recommendations to
the Board of Directors on any proposed amendments to the
Consolidated Plan, any Annual Action Plan, or the Citizen
Participation Plan.
The Committee may advise the Board of Directors or City
staff or both on matters not part of or funded through the
Consolidated Plan or an Action Plan, but which affect local
community development or housing programs.
D. Minutes. Minutes of meetings of the Consolidated
Planning Committee are the responsibility of the CDBG and
Housing Programs manager and shall include at a minimum the
date, time, and place of meeting; the names of members
present and absent; other persons in attendance; and a
record of all motions duly made and seconded, with the
disposition thereof. Minutes are mailed to all members of
the committee and alternates within ten days of Committee
meetings and are subject to correction by the Committee.
SECTION VI: PUBLIC HEARINGS
Hearing on Community Development and Housing Needs
A staff- conducted public hearing on community development
and housing needs is held at the beginning of the process of
planning for each program year, usually in the preceding
September. At this hearing City staff persons review the
annual planning schedule and the Citizen Participation Plan.
Staff furnishes information on the various programs covered
by the consolidated plan, along with estimates of the
amounts of anticipated grants and a recommended macro -
allocation of funds resulting from an assessment by the
Committee on Community Development and Housing Needs. The
remainder of the meeting is devoted to public comment on
community development and housing needs and the City's
performance in administering the HUD entitlement programs.

Hearing on the Projected Uses of Funds
In February or March of each year, after Redevelopment Area
Planning Committees have completed their work and the
Consolidated Planning Committee has developed its
recommended allocation of funds, the Little Rock Board of
Directors holds a public hearing on projected uses of funds.
After due consideration of comments the Board adopts by
resolution the uses of funds to be incorporated into the
Annual Action plan.
SECTION VII: ACCESS TO PARTICIPATION
A. Publication
1. Projected use of funds, as recommended by the CP
Committee to the Little Rock Board of Directors, are
published annually in one or more newspapers of general
circulation as part of the notice of the Board's public
hearing on them. Copies of the notice are mailed, at a
minimum, to the Chairs and Vice - chairs of the Redevelopment
Area Planning Committees and to the Presidents of
neighborhood associations throughout the City.
2. A request for public comment on each proposed
Consolidated Plan and Annual Action Plan and on any proposed
amendment thereof, along with a summary of the Plan or
amendment, is published in at least one newspaper of general
circulation not less than 30 days before the Little Rock
Board of Directors will act on it. The publication
specifies locations at which copies of the complete Plan and
any amendments or proposed amendments may be examined.
B. Notices
1. Notices of public hearings are published in at least
one newspaper of general circulation and one minority
oriented newspaper, in easily readable type and a nonlegal
advertising format, not less than five days in advance of
the hearing date. Notice of public hearings is also mailed
to all persons who have asked to be placed on the citizen
participation mailing list and to the President of listed
neighborhood associations.
2. Notices of document availability are published in the
manners and on the schedules indicated as follows:
a. The Consolidated Plan, Annual Action Plan, and any
amendments: as part of required 30 -day notice and
request for public comment, when proposed, in at
least one newspaper of general circulation and by
mail to Presidents of neighborhood associations
and Chairs of redevelopment area planning
committees.

b. The Consolidated Performance Report: Annually
upon its completion and at least 30 days before
its submission to HUD, in at least one newspaper
of general circulation and by notice to Presidents
of neighborhood associations and Chairs of
redevelopment area planning committees.
C. The availability to citizens and other interested
parties of information on the amount of assistance
the City expects to receive, the range of
activities that may be undertaken therewith, the
percentage of the assistance amount expected to
benefit persons of very -low income and low- income,
and the City's plan to minimize displacement of
persons and to assist any persons displaced: at
least annually, in a newspaper of general
circulation, as part of the published summary and
notice of availability of the Annual Action Plan
and 30 -day period of public comment.
C. Access to Records
All documents and records pertaining to HUD entitlement
grants to the City of Little Rock are available for
inspection during normal office hours at the offices of the
CDBG and Housing Programs Division, 615 West Markham; the
Federal Programs Finance office, City Hall, 500 West
Markham; or (for public service activities) the Nathaniel W.
Hill Community Complex, 2500 East Sixth Street.
D. Access for Persons with Handicaps
Public hearings are held in the Board Room at City Hall or
in other locations accessible to the handicapped.
Redevelopment area meetings are sometimes held in churches
or schools that may not be accessible because of
architectural barriers. Any citizen who desires to
participate in planning and evaluation of community
development and housing assistance programs and is hindered
by architectural barriers may call the offices of the CDBG
and Housing Programs Division, 371 -6825, to obtain suitable
arrangements.
This Citizen Participation Plan is available on an audio
cassette tape for those visually impaired. Any visually
impaired person desiring assistance with access to other
documents or information may request and receive such
assistance by calling 371 -6825.
E. Language Barriers
As few residents of Little Rock do not read or speak and
understand English, translation of oral communications or
written materials into other languages is not provided

routinely. Whenever program administrators are made aware
that persons lacking facility in the English language desire
or are likely to desire information pertaining to community
development and housing programs or wish to participate in
hearings or other public meetings, they will make adequate
translation available. Requests should be directed to the
CDBG and Housing Programs Division, 615 West Markham,
telephone (501) 371 -6825.
F. Amendments to the Citizen Participation
Any proposed amendment of this Citizen Participation Plan
must be adopted by the Little Rock Board of Directors after
a public hearing, with due notice, and shall have been
published in a newspaper of general circulation at least 30
days in advance of that public hearing. Any proposed
amendment of the Citizen Participation Plan must be
submitted to the Consolidated Planning Committee for the
Committee's consideration and a recommendation to the Board
of Directors as to its disposition.
SECTION VIII: AMENDMENTS TO THE CONSOLIDATED PLAN
An amendment to an approved Consolidated Plan or Annual
Action Plan or both is required if any of the following
decisions is proposed:
1. To make a substantial change in allocation
priorities or in the method of distribution of
funds;
2. To carry out an activity not previously described
in an action plan, using funds from any covered
program;
3. To change substantially the purpose, scope,
location, or beneficiaries of an activity.
A change in allocation priorities is deemed to be
substantial if its effect would be to eliminate a planned
activity entirely or so to reduce funding for it so as to
require subsequent replacement funding in order to complete
it.
A change in the method of distribution of funds is deemed
substantial if administration of allocated funds or
management of an approved activity is changed from one
entity or group of entities to another, e.g., from direct
administration by the City to administration by a
subgrantee, or from nonprofit community development
corporations to a for- profit developer.

A change in the scope of an approved activity is substantial
if the allocation for it is increased or decreased by more
than twenty -five percent (25 %).
SECTION IX: COMPLAINTS
A written response to any written complaint concerning
assistance programs covered by this Citizen Participation
Plan will be posted within fifteen (15) business days of
receipt of the complaint. Complaints may be addressed to
CDBG and Housing Programs Manager, 615 West Markham, Suite
106, Little Rock, Arkansas 72201.
Should a complainant wish to appeal the response he or she
receives from the CDBG and Housing Programs Division, appeal
may be made to the Director of Neighborhoods and Planning,
723 West Markham, Little Rock, Arkansas 72201. Further
appeal may be made to City Manager, City of Little Rock, 500
West Markham, Little Rock, Arkansas 72201 and to Director,
Community Planning and Development, Little Rock Area Office,
U.S. Department of Housing and Urban Development, 425 West
Capitol, Suite 900, Little Rock, Arkansas 72201.
