4 A RESOLUTION SETTING THE DATE FOR A
5 PUBLIC HEARING ON DEVELOPMENT OF A
6 CONSOLIDATED PLAN AND ANNUAL ACTION
7 PLANS FOR HOUSING AND COMMUNITY
DEVELOPMENT PROGRAMS UTILIZING
8 ENTITLE4ENT GRANTS TO THE CITY FROM
9 THE U.S. DEPARTMENT OF HOUSING AND
10 URBAN DEVELOPMENT (HUD).

WHEREAS, the City has followed a Board approved citizen
12 participation plan for development of its annual applications
13 for Community Development Block Grant (CBDG) entitlements since
14 the program began in 1975; and
15 WHEREAS, the U.S. Department of Housing and Urban
16 Development (HUD) recently published regulations to require
consolidated planning and a single submission by entitlement
17 jurisdictions for all formula grant programs of the department
is which include CDBG, Emergency Shelter Grant (ESG), HOME
19 Investment P Partnerships (HOME) and Housing Opportunities for
20 Persons with Aids (HOPWA); and
21 WHEREAS, the consolidated plan is to take the place of the
City's Comprehensive Housing Affordability Strategy (CHAS) and
22 of separate applications or program descriptions for the grants;
23 and
24 WHEREAS, a consolidated program year is required, a
25 consolidated performance report must be submitted as these new
26 rules require an extensive revision of the existing citizen
participation plan.
27 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
28 THE CITY OF LITTLE ROCK, ARKANSAS:
29 SECTION 1. That the Board of Directors of the City of
30 Little Rock, Arkansas shall hold a public hearing on November 1,
31 1994, regarding the proposed Citizen Participation Plan to be
followed in developing a consolidated plan and annual plans for
32 the housing and community development programs utilizing
33 entitlement grants to the City from the U.S. Department of
34 Housing and Urban Development.
35 SECTION 2. This resolution shall be in full force and
36 effect from and after its adoption.
