92181 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 OLUTION NO. 9,2180 A RESOLUTION TO REAFFIRM A COMMITMENT TO MINORITY ECONOMIC DEVELOPMENT; DIRECTING THE CITY MANAGER TO ACHIEVE A DISPARITY STUDY WITHIN THE CITY OF LITTLE ROCK, ARKANSAS, AS SOON AS POSSIBLE; DIRECTING THE FURTHER DEFINITION OF A MINORITY BUSINESS ENTERPRISE CONTRACTING GOAL; AND FOR OTHER PURPOSES. 387 WHEREAS, as a part of the goals setting process that developed from Future - Little Rock, a commitment was made for minority economic development that called for the City to "strive for a minimum of 25% of all jobs and contracting opportunities to be provided to African - Americans; and WHEREAS, a Minority Economic Development Task Force has been meeting to develop criteria for such a policy; and WHEREAS, it has been determined that before any ordinance or goal can be established it is first necessary to conduct a disparity study in order to withstand a legal challenge that the laudable goal of Future - Little Rock somehow violates the Arkansas or the U.S. Constitution. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors reaffirms its commitment to the Future - Little Rock goal for minority economic development within the City of Little Rock and directs the City Manager and the City Attorney to proceed expeditiously to complete a Minority Business Enterprise (MBE) ordinance that helps achieve a goal that the City will contract for jobs and business with African - Americans and other minorities. SECTION 2. Further, the Board directs the City Manager to take all steps appropriate to have a disparity study for the City of Little Rock conducted and completed at the earliest practicable date in order to establish the disparity of contracts with the relevant statistical pool of minority contractors. SECTION 3.
