A RESOLUTION TO SUPPORT ENTRY INTO
AN INTERLOCAL COOPERATIVE AGREEMENT
WITH PULASKI COUNTY AND THE CITY OF
NORTH LITTLE ROCK, ARKANSAS, TO
ESTABLISH A PULASKI ENTERPRISE
COMMUNITY ALLIANCE; AND FOR OTHER
PURPOSES.
WHEREAS, Act 430 of 1967, as amended, permits cities and
counties to enter into cooperative agreements to provide
services and facilities to their mutual advantage in order to
better develop the local community; and
WHEREAS, the City, the City of North Little Rock, and
Pulaski County wish to enter into such an agreement in order to
receive grant funds and focus on targeted action to improve
economic and social conditions in many parts of this community;
and
WHEREAS, the proposed agreement attached as Exhibit A to
this Resolution accomplishes this purpose.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Mayor and City Clerk are authorized, upon
final approval being received by the Attorney General, to
execute an interlocal cooperative agreement to establish a
Pulaski Enterprise Community Alliance in substantially the form
contained in Exhibit A which is attached to this resolution.

MEMORANDUM OF AGREEMENT
ESTABLISHING THE
PULASKI ENTERPRISE COMMUNITY ALLIANCE
(INTERLOCAL AGREEMENT) 289
This Memorandum of Agreement entered into on this
day of
1994, by and between Pulaski County, Arkansas (the County) and the cities
of Little Rock (Little Rock) and North Little Rock (North Little Rock), WITNESSETH:
That the County, Little Rock, and North Little Rock have made a finding that economic
and social conditions in many parts of all three jurisdictions require targeted action to achieve a
better physical environment as well as job and social opportunities for their respective residents,
and
That a means is required to stimulate and organize such citizen -based projects which will
encourage local initiative and cause improvements to the quality of citizens' lives, and
That successful targeted improvement projects in either the County, Little Rock or North
Little Rock are dependent upon similar improvement projects occurring simultaneously in the
other two jurisdictions, and
That local, state, federal, private and other funds may be available from time to time to
improve targeted areas are used to best advantage when the County, Little Rock, and North Little
Rock can manage such funds in a joint and cooperative manner.
SECTION 1. The County, Little Rock, and North Little Rock hereby establish the
Pulaski Enterprise Community Alliance (the Alliance) and do hereby recognize these principles
to guide how the Alliance shall address the needs of citizens:
(a) Citizens have the ability to help themselves. They can identify their own
needs and develop strategies to respond to their needs.

(b) Government has the obligation to continually reassess how its services are
being delivered and consider how restructuring or refocusing its services
might better respond to citizen needs.
(c) Private sector resources of expert advice, volunteerism, and funds are
important components of targeted community improvement projects.
(d) Citizens support what they help create. Any citizen or agency who will be

asked to help implement local improvement projects should be involved in shaping

IN WITNESS WHEREOF, the parties hereto have executed this Memorandum of
Agreement the day and year first above written.
