5 A RESOLUTION EXTENDING AN INVITATION
6 TO THE INSTITUTE IN BASIC LIFE
PRINCIPLES TO CONSIDER LITTLE ROCK A
8 SITE FOR THEIR YOUTH PROGRAM; AND
9 FOR OTHER PURPOSES.

11 WHEREAS, the institute in Basic Life Principles ( "the
12 Institute") is a program which is designed to identify and
13 assist troubled youth; and
14 WHEREAS, this program, while fairly new, has seen
15 remarkable success both nationally and internationally at no
16 cost to the cities involved; and
17 WHEREAS, upon invitation by a city, the Institute in Basic
18 Life Principles will consider the city as a site to establish a
19 local institute; and
20 WHEREAS, if the city is selected, the Institute purchases a
21 hotel or other residential facility where youth are trained and
22 assigned to perform community service work, and to which
23 troubled youth can be referred by the juvenile justice system as
24 an alternative school program using an innovative character
25 principled curriculum; and
26 WHEREAS, here in Little Rock, we experience a very high
27 juvenile crime rate; and
28 WHEREAS, it would benefit the entire community to explore
29 new, non - traditional options to juvenile delinquency that have
30 proven successful in other communities.
31 NOW, 'THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
32 THE CITY OF LITTLE ROCK, ARKANSAS:
33 SECTION 1. The Little Rock Board of Directors hereby
34 extends an invitation to the Institute in Basic Life Principles
35 to consider Little Rock as a site for its program for troubled
