9128M = M 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • • 1U RESOLUTION NO. 9,128 A RESOLUTION APPROVING THE 1995 LITTLE ROCK ENHANCEMENT PROJECTS TO BE SUBMITTED FOR INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT ( ISTEA) ENHANCEMENT FUNDING AND SUBSEQUENT SUBMISSION TO METROPLAN AND THE ARKANSAS HIGHWAY AND TRANSPORTATION DEPARTMENT FOR THE 1995 ISTEA ENHANCEMENT PROJECT RANKINGS. WHEREAS, six projects have been recommended for consideration for funding utilizing Enhancement Funding as specified in the ISTEA Legislation and allocated by the Highway Department; and WHEREAS, the Department of Public Works has identified areas along 6th Street, Mabelvale Pike and Hinson Road that lack sidewalks; and WHEREAS, the Parks and Recreation Department has identified bike and pedestrian improvements in Boyle Park, War Memorial Park, and the Rebsamen Recreation corridor; and WHEREAS, these project will provide continuity and pedestrian access in areas of East Little Rock, Southwest Little Rock, and West Little Rock; and WHEREAS, the City's matching fund requirement is 20% of the total engineering and construction costs of the projects; and WHEREAS, the projects ranked for funding will be coordinated with the Arkansas Highway and Transportation Department by the Department of Public Works and Parks and Recreation Department. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. SECTION 2: The City Manager is authorized to submit the Enhancement projects to Metroplan and the Arkansas Highway and Transportation Department for the 1995 Intermodal Surface Transportation Efficiency Act (ISTEA) Enhancement project rankings. ADOPTED: March 15, 1994 ATTEST : CLERK CITY APPROVED AS TO FORM: •• Y gg IIII� " M ItK "NMEdVtATMN " 1994 LISTOF PROJECTS UTILIZINCWTEA FUNDS 1�(3 BOYLE PARK A twelve foot class I asphalt bike path is planned beginning at the north end of Boyle Park near Glenmere Drive moving southward and roughly parallel to Boyle Park Road. Lights are planned at 100' centers for this facility. It continues through the pavilion area and connects to the bridge that loops the bike system into the natural area of the park. In this area an existing six foot path is planned to be widen to twelve feet in order to accommodate both bikers and pedestrians. This will loop trail users back at the north end. The two existing bridges that cross Rock Creek also will be replaced with wider bridge structures. Some seating and resting areas along the bikeways are planned as well. This project will enhance linkages with existing bikeways and continue the extension planned south to the newly acquired West Little Rock Park site. 4800 linear feet of twelve foot class I bike path. 5400 linear feet of widened bike path (upgraded to class 1). WAR MEMORIAL PARK A combination of a six foot class II asphalt bike lane and a six foot concrete pedestrian path is planned to run from the intersection of 1 -630 and Fair Park Boulevard along the east side of Fair Park Boulevard to the stadium's drive. A six foot tree planting strip is proposed between these two facilities to provide safety and beautification for the entire stretch. A sheltered rest area for the bikers similar to the bus shelter is planned near the intersection of Fair Park Boulevard and Park Drive. Some wall construction, curb and gutter removal and reconstruction and fence relocation at the Zoo will be necessary to implement this project. This project will improve not only the bikers accessibility but also pedestrian movement for football games and Zoo events. 2650 linear feet of six foot class II asphalt bike lane. 2650 linear feet of tree planting strip. 2650 linear feet of six foot pedestrian path. JIMERSON CREEK BIKEWAY Phase 11 development will consist of a six foot class II asphalt bike lane on the south side of the recently completed road (Rebsamen Parkway) and a twelve foot class I bike path to the north side. These two facilities will pick up where the phase I cul -de -sac is proposed to end and continue westward to terminate at River Mountain Road. Several parking areas are planned along this stretch. Also planned is a small rest area which will consist of a pavilion, picnic tables, benches and a fishing pier. This project will significantly improve the reach westward that provides our citizens the choice to not only recreate along a beautiful parkway but to also commute between home and work in a safe environment. 3400 linear feet of twelve foot class I asphalt bike path. 1300 linear feet of six foot class 11 asphalt bike lane.
