A RESOLUTION APPOINTING CO -BOND COUNSEL FOR THE
CITY'S LIBRARY BOND ISSUE; AUTHORIZING THE PREPARATION
OF DOCUMENTS FOR THE OFFERING AND SALE OF THE CITY'S
LIMITED TAX OBLIGATION BONDS (LIBRARY SYSTEM
CONSTRUCTION PROJECTS), SERIES 1993 OR 1994, PURSUANT TO
PROVISIONS OF ACT NO. 920 OF 1993; AND FOR OTHER
PURPOSES.

WHEREAS, Act 920 of 1993 authorized municipalities to issue library system
capital improvement bonds; and
WHEREAS, the citizens of the City of Little Rock, Arkansas (the City) by
majority vote at the Special Election on July 27, 1993, approved the issuance of up to
$17,000,000 in library system capital improvement bonds; and
WHEREAS, a request for proposals to serve as bond counsel on the issue was
issued on September 15, 1993; and
WHEREAS, the City Manager established a professional services selection
committee to evaluate the responses to the bond counsel request for proposals, and the
committee has recommended the firms of Wright Lindsey & Jennings and Mays &
Crutcher as co -bond counsel.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is authorized to enter into a contract with the
firms of Wright Lindsey & Jennings and Mays & Crutcher to serve as co -bond counsel
on the library bond issue.

SECTION 2. The City Manager, the Finance Director and Treasurer, the City
Attorney and other members of the City staff are directed to prepare and cause to be
prepared all documentation necessary to offer the library bonds for public sale, and to
present such documentation for the approval of this Board as soon hereafter as is
reasonably practical.
SECTION 3. This Resolution shall be in full force and effect from and after the
date of its approval.
