RESOLUTION NO. 9,015
A RESOLUTION DECLARING THAT HALLOWEEN IN
1993 WILL BE CELEBRATED IN THE CITY OF
LITTLE ROCK, ARKANSAS, ON SATURDAY,
OCTOBER 30, 1993; AND FOR OTHER
PURPOSES.
WHEREAS, Halloween, or All Saints Evening, is a traditional
celebration in the United States that has its original roots in
European history; and
WHEREAS, it has become tradition in this Country for young
children dressed as witches, goblins, devils, ballerinas,
princesses, pumpkins, Jurassic Park dinosaurs, Teenage Mutant
Ninja Turtles, superheroes, cowboys, politicians, skeletons,
vampires, and numerous other scary and horrid creatures, to
travel from house to house seeking an appropriate treat to
prevent an equally appropriate trick on the owners of the house;
and
WHEREAS, such ventures have not seemed appropriate on
Sunday evenings as people are finishing the weekend and
preparing for school the next morning; and
WHEREAS, there is some tradition in this State to announce
that Halloween will be celebrated on Saturday night when October
31 falls on a Sunday.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock declares that Halloween
will be celebrated as a secular occasion on Saturday night,
October 30, 1993, for the year 1993, so that children, parents,
and homeowners may make appropriate arrangements to provide
treats and avoid tricks.
