WHEREAS, the Little Rock Board of Directors continues to encourage quality growth within the City of Little Rock and in the greater Little Rock metropolitan area, and WHEREAS, quality growth is defined as growth that is planned, orderly, and meets municipal standards for streets, adequate public facilities, lot size, access, land use, and other factors; and WHEREAS, the Future Little Rock study has recommended both increased regional cooperation and regional economic development efforts; and WHEREAS, the City of Little Rock recognizes that its political jurisdiction represents only a portion of an economically interdependent metropolitan area; and WHEREAS, the City of Little Rock continues to believe that the annexation of contiguous developing areas continues to be the best method of guaranteeing orderly and quality growth in Pulaski County south of the Arkansas River; and WHEREAS, where the City of Little Rock boundaries expand to meet the city limits of other municipalities, new cooperative arrangements must be developed to ensure mutually beneficial metropolitan growth; and WHEREAS, water utility service, sewer utility service, transportation infrastructure, land use planning and regulation, housing, parks and open space, environmental protection and economic development are interdependent parts of a comprehensive metropolitan development strategy; and WHEREAS, the last comprehensive regional development plan was completed by the Metropolitan Area Planning Commission (now known as Metroplan) in 1967 to carry the metropolitan area through 1990; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors by passage of this resolution, instructs the City Manager to see to the convening of a Metropolitan Economic Development Conference no later than December of this year.
