A RESOLUTION DENYING THE REQUEST OF THE CITY
OF NORTH LITTLE ROCK FOR APPROVAL TO EXTEND
WATER SERVICE TO GRAND PRAIRIE; AND FOR
OTHER PURPOSES.

WHEREAS, the City of North Little Rock has made an official
request of the Little Rock Board of Directors for approval to
extend water service to Grand Prairie, which is outside of the
Little Rock extraterritorial jurisdiction; and
WHEREAS, Little Rock Resolution No. 7,893 (February 2,
1988) established the policy that no new water main extensions
shall be allowed in areas outside of the City of Little Rock's
extraterritorial jurisdiction without the prior approval of the
Little Rock Board of Directors; and
WHEREAS, the request for water extension to Grand Prairie
may have a destabilizing affect on the Little Rock School
District tax base and may be deemed by the federal court to
encourage white flight from the Little Rock School District to
the City of Shannon Hills; and
WHEREAS, it is not in the best interest of the City of
Little Rock to approve a water extension request which has the
potential of drawing the City of Little Rock into the school
desegregation lawsuit.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. The Little Rock Board of Directors hereby denies
the request of the City of North Little Rock to extend water
service to Grand Prairie.
SECTION 2. This Resolution shall be in full force and
effect from and after its passage.
