8929M M 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 M M M M RESOLUTION NO. 8,929 A RESOLUTION EXPRESSING THE INTENT OF THE BOARD OF DIRECTORS TO OPERATE THE MUNICIPAL LANDFILL IN A PRICE COMPETITIVE MANNER AND DIRECTING THE CITY MANAGER TO PURSUE COOPERATION WITH THE PULASKI COUNTY REGIONAL WASTE MANAGEMENT DISTRICT TO ASSURE THAT THIS FACILITY WILL BE AVAILABLE TO MUNICIPALITIES AND GOVERNMENTS WITHIN THE DISTRICT IN A PRICE COMPETITIVE MANNER; AND FOR OTHER PURPOSES. WHEREAS, the Board of Directors approved Little Rock, Ark., Resolution No. 8862 on February 2, 1993, expressing an intent to construct a new landfill and to cooperate with the Pulaski County Regional Solid Waste Management District (PCRSWD); and WHEREAS, the Board has since taken steps to issue bonds to pay the costs of constructing this landfill; and WHEREAS, it is the intent of the Board of Directors to operate this landfill in a price competitive manner with other landfills that are available to local governments involved in the PCRSWD; and WHEREAS, the Board understands that the cost of service at the landfill is in part determined by regulations of the Arkansas Department of Pollution Control and Ecology and the requirements of the bond issue; and NOW, THEREFORE, IT BE RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors directs the City Manager to explore ways in which the City's landfill can be operated in close cooperation with the Pulaski County Regional Solid Waste Management District and that this direction be to include the landfill within the District to the extent possible by law and by the terms of the City's bond obligations. SECTION 2.
