A RESOLUTION OF THE BOARD OF
DIRECTORS TO SUPPORT THE MANAGEMENT
FORM OF GOVERNMENT AND TO ENCOURAGE
ELECTORS VOTING IN THE MAYOR- COUNCIL
ELECTION TO CONSIDER THE STRENGTHS
OF A MANAGEMENT GOVERNMENT THAT WILL
BE LAST IF A CHANGE TO THE
ALDERMANIC FORM OF GOVERNMENT
OCCURS.
WHEREAS, Future - Little Rock is a diverse group of community
involvement to discuss and recommend changes in several areas;
and
WHEREAS, the City has been operating under a management
form of government for almost 36 years; and
WHEREAS, during that period of time the City has not
experienced the problems of ward healing that occur in
aldermanic forms of government throughout the Country; and
WHEREAS, it has been documented that through the management
form of government the City has been able to assure that monies
are distributed on a basis of need throughout the City and not
on a simple mathematical formula to different areas of the City
as shown by the following accomplishments:
o began a community goal setting process;
o established the First Neighborhood Alert Center, a
neighborhood based community improvement and city
services facility which helped win the city a
national award from the national Civil League;
o began an eight year $24 million capital improvement
program to upgrade the City's sewer system;
o completed the collaborative planning process and
received a $3 million "Fighting Back" anti - substance
abuse grant;
o received distinction as 1991 All- American City
Finalist and won the 1992 All- America City Award;
o increased defendants' accountability through new
fine collection program and new pre -trial release
fees, and refined criminal clerk's office procedures
to process increasing caseload more effectively;

o
received the Government Finance Officer's

Association "Distinguished Budget Presentation

Award" for four years and the "Certificate of
3
Achievement for Excellence in Financial Reporting,"
4
for it years;
5
o
accelerated the demolition program to remove
dilapidated and /or burned out condemned vacant
6
structures from the neighborhoods;
7
o
developed and initiated a local program "Paint Your
8
Heart Out Little Rock" which paints homes of the low
9
income and elderly in targeted areas,
o
completed closure plans for the existing landfill to
10
meet State and Federal requirements;
11
o
implemented a Management Information System (MIS)
12
for all maintenance work performed by the public
13
Works Department, providing current information to
14
evaluate the efficiency of all work tasks;
15
o
developed a street evaluation program - PAVER, which
processes current and future street condition
16
information to determine which streets should be
17
considered for maintenance and resurfacing based on
18
scientific data;
19
o
established a management design team concept - 1993
Landfill and Composing Facilities that consists of
20
two engineering firms and City of Little Rock
21
engineering staff to evaluate and design the City's
22
new landfill to meet or exceed State and Federal
23
requirements;
24
o
formed a Citizen Response Program to provide
citizens with anticipated due dates for work or
25
complaint to be completed via letter; and
26
o
implemented the first of a three year Stormwater
27
Management Study to conform with the new federal
28
requirements.

THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY
OF LITTLE ROCK, ARKANSAS:

value of the benefits to the community when voting on

March 4,
1993.
