WHEREAS, Section 1061 of the Intermodal Surface Transportation Efficiency Act of 1991 established a program to provide warning and regulatory signs to cities to develop signing plans and install signs in accordance with signing standards; and WHEREAS, this program is at no cost to the City. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. It is the desire of the City of Little Rock to implement this program for implementation of signing improvements. SECTION 2. The City Manager is authorized to enter into an Agreement of Understanding with the Arkansas Highway and Transportation Department to provide the City with warning and regulatory signs pursuant to the terms and conditions set forth in the agreement attached as Exhibit "A". ADOPTED: January 19, 1993 ATTEST: 4- APPROVED AS TO FORM: 1. v 161 go WMA W lie) • k V�. • M M M M M Exhibit A AGREEMENT OF UNDERSTANDING BETWEEN The City of Little Rock and The Arkansas State Highway and Transportation Department In Cooperation With The U.S. Department of Transportation Federal Highway Administration RELATIVE TO The establishment of a cooperative program for improving signing on streets and roads not on the State Highway System. WHEREAS, Section Transportation Efficiency providing warning and re( counties and for training to develop signing plans signing standards; and 1061 of the Intermodal Surface Act of 1991 established a program for julatory signs to Arkansas' cities and employees of those cities and counties and install signs in accordance with WHEREAS, it is the desire of the City of Little Rock hereinafter called City, and the Arkansas State Highway and Transportation Department, hereinafter called the Department, to implement this program for improving signing in the City. IT IS HEREBY AGREED that the City and the Department, in cooperation with the Federal Highway Administration, will participate in a cooperative program for implementation of signing improvements; and HEREBY, accept the responsibilities and assigned duties as related in the following paragraphs: The City will: 1. Have at least one representative trained, tested, and certified at a one day training session. 2. Develop signing plans. The development of signing plans.will consist of denoting sign type and location on a map. 3. Transport signs and posts from the Department's District office to the City. 4. Install the signs in conformance with the plans and specifications. 45 0 0 5. Have a representative review all sign installations 46 with a representative of the Department to verify conformance with the plans and specifications. The Department will furnish the following: 1. A city map to be used for the signing plan. 2. A traffic volume map of the City if available. 3. A copy of the Manual on Uniform Traffic Control Devices (MUTCD) for the City. 4. Signs and posts at no cost to the City. These will be available for the City to pick up at the Department's District office. The Department has employed a Consultant to provide assistance in the administration of the signing program, and the Consultant will: 1. Schedule and conduct a one day training session in each of the Department's District offices for represen- tatives of the cities and counties participating in the signing program. The training sessions will include at a minimum: a. Describing the scope of the signing program to the participants. b. Distributing one copy of the MUTCD to each participant. c. Training, testing, and certifying the participants in signing standards which shall include, but not be limited to, the following: 1. Warrants 2. Location 3. Lateral and vertical clearances 4. Method of installation d. Training participants to develop signing plans. 2. Providing technical assistance to cities and counties during plan preparation. 3. Reviewing signing plans for accuracy and conformance with the MUTCD. 4. Providing sign and post quantities to the Department. 5. Reviewing all sign installations with participants and certifying that signs were installed in accordance with the plans and specifications. 6. Developing and providing a report concerning the 47 effectiveness of the signing program. IT IS FURTHER AGREED that should the City fail to fulfill its responsibilities and assigned duties as related in this Agreement, such failure will disqualify the City from future Federal -aid participation on projects for which the City has maintenance responsibilities.
