8780513 RESOLUTION NO. 8,780 1 2 3 A RESOLUTION EXPRESSING THE BOARD 4 OF DIRECTORS ENTHUSIASTIC SUPPORT 5 FOR AP[ENDICENT 3 TO HELP LIBRARY FINANCING; AND FOR OTHER PURPOSES. 6 7 8 WHEREAS, the City of Little Rock supports public libraries 9 through the Central Arkansas Library System through annual appropriations and through the use of capital improvement bond 10 funds; and 11 SEAS, public libraries are the institutions with the 12 responsibility to provide lifelong learning opportunities; and 13 WHEREAS, public libraries must provide books, periodicals, 14 media, and information to meet the needs of citizens striving to improve the quality of life; and 15 WHEREAS public libraries cooperation with and support the 16 state's educational institutions and economic development efforts; 17 and 18 WHEREAS, public libraries must have adequate funding to 19 provide essential resources, staff, and facilities to meet the needs of the people; and 20 WHEREAS, national data reflects that local funding for the 21 support of Arkansas, public libraries is the lowest in the nation; 22 and 23 WHEREAS, it is essential to our state's continued growth, 24 health, and development to have well- funded, modern public libraries to provide information resources to all citizens; and 25 WHEREAS, the Arkansas Legislature approved House Joint 26 Resolution 1006 proposing a constitutional amendment to amend 27 Amendments 30 and 38 to the Arkansas Constitution to replace the 28 one mill cap on property taxes for city and county libraries with 29 a five mill cap and to allow the city and county voters to pledge an additional three mills to retire capital improvement bonds to 30 be voted on in the November, 1992 election; and 31 WHEREAS, the Board of Directors of the City of Little Rock 32 realizes the tremendous assistance this amendment can provide to 33 the Central Arkansas Library System; and 34 WHEREAS, the passage of Amendment 3 will give local people, the right to vote for an appropriate level of library funding. 35 36 M R -V c -1I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • • S1111 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The Board of Directors of the City of Little Rock, Arkansas, enthusiastically endorses Amendment 3 and encourages the citizens of Little Rock and the state of Arkansas to support the Library Amendment.
