4 A RESOLUTION AUTHORIZING THE CITY MANAGER
5 TO ENTER INTO AN AGREEMENT WITH PULA.SKI
6 COUNTY TO SHARE THE COSTS OF CONTRACT
7 SERVICES AND TO CONTRACT WITH JOHNSON,
8 JOHNSON & ROY FOR SITE ANALYSIS
9 PROGRAMMING AND MASTER PLANNING OF THE
10 RIVER MOUNTAIN AND COUNTY FARM PROPERTY.

12 WHEREAS, the City's Parks Master Plan includes a main
13 component, the chain of Parks concept, and the River Mountain
14 and County Penal Farm properties are presently a part of this
15 concept; and
16 WHEREAS, these diverse properties including fields and
17 wetlands provide opportunities for environmental education and
18 appreciation, and also for recreational opportunities; and
19 WHEREAS, the City and Pulaski County could cooperate and
20 create a 1,000 acre regional park; and
21 WHEREAS, pursuant to Section 2 -243 of the Little Rock Code
22 of Ordinances, a selection committee reviewed proposals for a
23 contract for site analysis programming and master planning of
24 the River Mountain and County Farm property; and
25 WHEREAS, Johnson, Johnson & Roy, Inc., is an award winning
26 architectural firm with extensive experience in preserving
27 wetlands, creating waterfront parks after assessing public
28 input, and was selected as the most qualified firm to provide
these services.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF

THE CITY OF LITTLE ROCK, ARKANSAS:

32 SECTION 1: The City Manager is authorized to enter into an
33 agreement with Pulaski County to share the costs of contract
34 services for site analysis, programming and master planning of
35 the River Mountain and County Farm property for a potential
regional park.

SECTION 2: The City Manager is authorized to enter into a
contract with Johnson, Johnson & Roy in the amount of $24,355 --
the City's portion of the $48,710 contract -- with the remaining
portion to be paid by Pulaski County.
SECTION 3: Funding is available for the City's portion of
the contract in Account No. 210 - 230 -0204.
