A RESOLUTION ACCEPTING THE RESIGNATION OF

COMMISSIONERS IN SEWER IMPROVEMENT DISTRICT

NO. 147 AND APPOINTING ERVIN L. FREEMAN AND

ISAAC GREEN AS COMMISSIONERS OF SEWER
7
IMPROVEMENT DISTRICT NO. 147.

Wfu=AS, the law firm of Wright, Lindsey & Jennings, was
9

appointed as special master for the City of Little Rock by virtue
11
of Resolution No. 8,413 on December 12, 1990, to resolve all
12
disputes concerning the qualifications and suitability of
13
Commissioners of Sewer Improvement District No. 147 (SID 147);
14
and
15
WHEREAS, their disputes have now been resolved by the joint
16
resignations of Mr. Ernest Ekrut, Mrs. Billie Freeman, and Mrs.
Darcia Norwood from the Board of Commissioners of SID 147; and
17

WHEREAS, Mrs. Darcia Norwood has submitted a sworn
statement of her desire to withdraw and dismiss any and all
19
petitions filed with the City of Little Rock respecting the
20
capacity or propriety of continued service by other commissioners;
21
and
22
WHEREAS, property owners of SID 147 have petitioned the
23
Board of Directors of the City of Little Rock, to make
24
appointments to fill two vacancies on the Board of Commissioners
25
of Sewer Improvement District No. 147; and
26
WHEREAS, Mr. Ervin L. Freeman and Mr. Isaac Green are
27
owners of real property within SID 147 and have consented to fill
28
the two vacancies on the Board of Commissioners of this District.
29
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
30
THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1: Mr. Ervin L. Freeman and Mr. Isaac Green are
32
hereby appointed as Commissioners of Sewer Improvement District
33
No. 147 to fill the vacancies created by the resignations of Mr.
34
Ernest Ekrut and Mrs. Darcia Norwood.

SECTION 2: M. Samuel Jones, III, Esq., is hereby
discharged from service as a special master for the city to review
allegations concerning the SID 147. The Board expresses its thanks
for Mr. Jones' service.
SECTION 3: This Resolution shall be in full force and
effect from and after its adoption.
