RESOLUTION NO. 8.478
A RESOLUTION MAKING APPOINTMENTS AND REAPPOINTMENTS TO
THE ARKANSAS MUSEUM OF SCIENCE & HISTORY BOARD OF
TRUSTEES, ARTS & HUMANITIES PROMOTION COMMISSION, BOARD
OF ADJUSTMENT, CENTRAL ARKANSAS TRANSIT AUTHORITY, CITY
BEAUTIFUL COMMISSION, CITY SAFETY COMMISSION, CIVIL
SERVICE COMMISSION, HOUSING BOARD OF ADJUSTMENT &
APPEALS, LITTLE ROCK PLANNING COMMISSION, AND THE
PRIVATE INDUSTRY COUNCIL.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. That the following named persons are hereby
appointed or reappointed as members of the respective Boards
and Commissions:
(a) ARKANSAS MUSEUM OF SCIENCE & HISTORY BOARD OF TRUSTEES:
Dr. Phillip Rayford, reappointed to a four year term
expiring January 1, 1995.
(b) ARTS & HUMANITIES PROMOTION COMMISSION:
Mr. Richard Bell, appointed to a three year term
expiring December 16, 1993. (Replacing Judge Henry
Jones.)
(c) BOARD OF ADJUSTMENT:
Mr. Eugene Terry, reappointed to a three year term,
expiring February 4, 1994.
Mr. Nevil C. Withrow, Jr., appointed to fill the
unexpired term of Diane Chachere, said term expiring
February 4, 1992. (Note: Mr. Withrow represents the
sign industry, as provided by Ordinance No. 16,000.)
(d) CENTRAL ARKANSAS TRANSIT AUTHORITY:
Mr. Robert Scull, appointed to a three year term
expiring August 26, 1993. (Note: New position created
by Interlocal Agreement dated 7- 31 -90.)
(e) CITY BEAUTIFUL COMMISSION:
Ms. Shalah Crenshaw Brummett, appointed to fill the
unexpired term of Francis Vestal, said term expiring
October 19, 1993.

(f) CITY SAFETY COMMISSION:
Bishop L. T. Walker, reappointed to a three year term
expiring January 2, 1994.
Mr. Kenyon K. Low, Sr., appointed to a three year term
expiring January 2, 1994 (replacing Herbert Dicker).
Ms. Sylvia Quick, appointed to a three year term
expiring January 2, 1994 (replacing Larry Martin).
(g) CIVIL SERVICE COMMISSION:
Mr. Joe Hill, appointed to a six year term expiring
April 1, 1997 (replacing Reeves E. Ritchie).
(h) HOUSING BOARD OF ADJUSTMENTS AND APPEALS:
Mr. Nathaniel Saine, appointed to a four year term
expiring August 1, 1994 (replacing James Robinson,
Jr.)
(i) LITTLE ROCK PLANNING COMMISSION:
Ms. Diane Chachere, appointed to fill the unexpired
term of Connie Whitfield, said term expiring November
1, 1993.
(j) PRIVATE INDUSTRY COUNCIL (Organized Labor):
Mr. Ernest Edwards, Jr. reappointed to a three year
term expiring May 3, 1994.
SECTION 2. This Resolution shall be in full force and
effect from and after its adoption.
