A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT WITH GREENHORNE & O'MARA,
INC. FOR APPLICATIONS PROGRAMMING TOOLS FOR THE
GIS COMPUTER DATABASE.
WHEREAS, pursuant to Section 2 -243 of the Little Rock Code
of Ordinances, the PAGIS Technical Committee, acting as the
professional services selection committee, reviewed proposals for
a contract to provide for project application tools for the GIS
computer database; and
WHEREAS, these tools are essential for testing system
concepts and operations on both the pilot project and and the data
conversion project currently underway; and
WHEREAS, these tools will provide various users with the
capability to query the PAGIS database easily; and
WHEREAS, the seven application tools are: incident
mapping; utility query and display, map generation, planimetric
map, thematic mapping, geographic search, and autocad loading and
retrieval.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: The City Manager is hereby authorized to enter
into a contract with Greenhorne & O'Mara for project application
tools in an amount not to exceed $60,000 (City portion of $100,000
contract) with the remaining portion to be paid by Little Rock
Water Works and Wastewater Utilities.
SECTION 2: Funding is available for the City's portion of
the contract in Account 210 - 220 -0092.

database is currently ready for application testing tool development.
This contract is to provide for project application tools utilizing
ERSI°S ARC Macro Language (AML) capabilities. These tools are
essential for testing system concepts and operations on both the pilot
project and the data conversion project currently underway. These
tools will provide various users with the capability to query the
PAGIS database easily.
The seven application tools are: Incident mapping; Utility Query and
Display; Map generation; Planimetric Map; Thematic mapping; Geographic
search; Autocad loading & retrieval
The PAGIS Technical Committee, acting as the professional services
selection committee, convened on March 9, 1990, to review the
proposals for the applications contract. The committee included four
(4) members from the City and one member from Little Rock Water Works
and Little Rock Wastewater Utilities. The members were Steve Gertsch,
Chairman, Little Rock Wastewater Utilities; Carol Scott, Public Works;
Walter Malone, Planning; Greg Simmons, Traffic Engineering; Doug Ford,
Public Works; Dennis Yarbo, Little Rock Water Works.
The following firms submitted proposals for evaluation.
Greenhorne & O'Mara, Greenbelt, MD
GRW & Plangraphics (a joint venture), Frankfurt, KY
After evaluation of the proposals, Greenhorne & O'Mara was selected as
primary firm. Negotiations were started and the final negotiated
price of $100,000 was agreed on March 30, 1990, and was approved by
the PAGIS Policy Committee on April 12, 1990. The contract completion
date is scheduled for July 19, 1991.
Funding is available for the City's portion of the contract in Account
210- 220 -0092.
