RESOLUTION NO. 12,415
2 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO UTILIZE $50,000
3 FROM THE ECONOMIC DEVELOPMENT FUND TO ASSIST IN THE
4 DEVELOPMENT OF THE MEXICAN CONSULATE; AND FOR OTHER
5 PURPOSES.
6 WHEREAS, THE City of Little Rock recognizes that the Federal Republic of the
7 Estados Unidos de Mexico, hereinafter referred to as the Government of Mexico, has
8 the potential to be a great economic and cultural partner through the establishment of
9 formal relationships, and
10 WHEREAS, The Government of Mexico recognizes the significant growth of
11 Mexican immigrants residing in the State of Arkansas on a permanent basis and
12 recognizes that Arkansas has the distinction of having one of the fastest growing
13 Hispanic populations per capita within the United States, and
14 WHEREAS, the City of Little Rock, the State of Arkansas and the Government of
15 Mexico recognize the significant economic development opportunity, increased trade,
16 and cultural exchanges that a strong relationship with the government of Mexico will
17 offer the citizens, and
18 WHEREAS, the City of Little Rock, the State of Arkansas and the Government of
19 Mexico wish to enter into an agreement to locate a Mexican Consulate in the City of
20 Little Rock to promote mutually beneficial trade and encourage cultural and
21 educational exchanges between the parties; and

I WHEREAS, the State of Arkansas and several private corporations have pledged
2 financial support to this endeavor.
3 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
4 OF LITTLE ROCK:
5 Section 1 . The City Manager is authorized to enter into a contract to assist in the
6 development of the Mexican Consulate to be located in the City of Little Rock.
7 Section 2. The City Manager is authorized to utilize $50,000 from the City's
8 Economic Development Fund for this purpose.
9 Section 3. Severability. In the event any section, subsection, subdivision,
10 paragraph, subparagraph, item, sentence, clause, phrase, or word of this resolution is
11 declared or adjudged to be invalid or unconstitutional, such declaration or adjudication
12 shall not affect the remaining portions of this resolution, which shall remain in full
13 force and effect as if the portion so declared or adjudged invalid or unconstitutional
14 were not originally a part of this resolution.
15 Section 4. Repealer. All laws, ordinances, resolutions, policies, or parts of any
16 such material, in conflict with the provisions of this resolution are hereby repealed to
17 the extent of such inconsistency.
18 Section 5. This Resolution shall be in full force and effect from the date of its
19 adoption.
