A RESOLUTION APPOINTING A BOARD OF ASSESSMENT
FOR ST. CHARLES MUNICIPAL LIGHTING IMPROVEMENT
DISTRICT NO. 1 OF THE CITY OF LITTLE ROCK,
ARKANSAS; AND PRESCRIBING OTHER MATTERS
RELATING THERETO.
WHEREAS, the property holders owning a majority in assessed value of property situated in the
St. Charles Lighting Improvement District No. 1 of Little Rock, Arkansas (the "District ") petitioned the
Board of Directors of the City of Little Rock, Arkansas to form a municipal improvement district to be
organized for the purpose of constructing within the District the improvements described in such petition,
and to maintain, repair and operate such new or existing facilities; said purposes to be accomplished in the
manner and of the materials that the Commissioners of the District shall deem to be in the best interest of
the District, and the cost thereof to be assessed upon the real property of the District according to the
benefits received; and
WHEREAS, the Board of Directors of the City of Little Rock, Arkansas established the District
to accomplish the above purposes by adopting Ordinance No. 17,853, enacted on October 20, 1998; and
WHEREAS, the original members of the Board of Assessment created by the City to assess the
value of the benefits received by the property owners of the District by virtue of the improvements, have
all either resigned or died;

WHEREAS, the District has requested the City to appoint a new Board of Assessment for the

Section 1. That Alan C. King, Jason Stoyanov and John Dugan, duly qualified electors of the
City, shall constitute the Board of Assessment of the District.

Section 2. That such assessors shall qualify by taking the oath of office prescribed by Arkansas
law, and shall enter upon and conduct their duties all as prescribed by applicable law.
Section 3. This Resolution shall be in force from and after the date of its approval.
