Board of Adjustments Variance Request Description
1. DESCRIPTION: The Perimeter Planting Strips provisions of Section 15-96 to permit,
"The waiver of the requirement for T wide planting strip and the corresponding
planting along the west interior property line adjacent to 315 3rd Street (Brockington
Building)."
a. JUSTIFICATION: Strict enforcement of the requirement for the planting strip
will cause hardship with the loss of parking spaces needed for the employees.
1. 315 3rd Street is zoned Mixed Use Urban and the wall facing the
property is a solid wall with no windows or egress. There will be no view
from the adjacent building into the proposed parking lot.
ii. There is no alleyway between the building and the parking lot. The
general public would not gain access along the interior property line
either by vehicular means or pedestrian means.
iii. The buffer along Center Street is increased to allow for a generous
vegetative buffer strip that is well landscaped.
iv. A decorative iron fence will be installed along the 3rd Street and Center
Street perimeter planting strips.

GENERAL LANDSCAPE ORDINANCE NOTES:
1. There are no existing trees on site.
2. The existing site has no existing friable, fertile soil. Topsoil, compost, and any

8. Tree stabilization methods:
a. Install tree stabilization if site conditions warrant the need for the tree to be
stabilized for it to thrive.
i. Windy conditions which causes the tree to lean, falling out of plumb
position or overturn.
ii. Other conditions as determined by the Landscape Architect that may
destabilize the tree.
b. Install trunk stabilization as follows unless otherwise indicated:
i. Upright Staking and Tying: Stake trees of 2- through 3-inch caliper only
as required to prevent wind tip out. Use a minimum of two stakes of
length required to penetrate at least 18 inches below bottom of backfilled
excavation and to extend one-third of trunk height above grade. Set
vertical stakes and space to avoid penetrating root balls or root masses.
ii. Use two stakes for trees up to 12 feet high and 2-1/2 inches or less in
caliper; three stakes for trees less than 14 feet high and up to 3 inches in
caliper. Space stakes equally around trees.
iii. Support trees with two strands of tie wire, connected to the brass
grommets of tree -tie webbing at contact points with tree trunk. Allow
enough slack to avoid rigid restraint of tree.
