Project Description:
Arkansas Baptist College is submitting this conditional. use application for the approval of the renovation
of 1700 Dr. Martin Luther King Jr. Blvd. The college has previously submitted a CUP application for this
property that was approved.
The college plans to convert the first floor of the current structure into classrooms and offices. The
second floor will also be converted to classrooms and offices. The main use of the building will be
classroom instruction. The buildings hours of operation will be during normal college hours. No night
classes will be offered in this building.

Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
A land use buffer will be required when an adjacent property has a dissimilar use of a
more restrictive nature. As a component of all land use buffer requirements, opaque
screening, whether a fence or other device, a minimum of six (6) feet in height shall be
required upon the property line side of the buffer. A minimum of seventy (70) percent of
the land use buffer shall be undisturbed. Easements cannot count toward fulfilling this
requirement. The plantings, existing and purposed, shall be provided within the landscape
ordinance of the city, section 15-81.
The property to the north, south, and east are zoned R-3 therefore, a minimum nine (9)
foot wide buffer is required along these property lines.
The property is located in the City's designated mature area. A 25% reduction of the
buffer requirements is acceptable.
Required off street parking for nursery and day care center will require, 1.0 space per
administrator, teacher and employee on the largest shift plus 1.0 space per facility vehicle
plus 1.0 space per 10.0 persons of licensed capacity.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be
given when preserving trees of six (6) inch caliper or larger.

Dumpsters shall be screened from abutting properties and streets. The screen shall exceed
the height of the dumpster or trash containment areas by at least two (2) feet not to
exceed eight (8) feet total height.
The development of two (2) acres or more requires an approved landscape plan stamped
with the seal of a registered landscape architect prior to the issuance of a building permit.
A landscape irrigation system shall be required for developments of one (1) acre or
larger.
