Causeway Blvd. Suite 1200 Metairie, LA 70002 RE: P1491 Traffic Study Update Regarding Revised Site Plan McDonald's West Markham Street and University Avenue Little Rock, Arkansas Dear Mr. Roy: Peters & Associates Engineers, Inc. prepared a traffic impact study dated February 10, 2011 for a proposed McDonald's development proposed to be located on the south side of West Markham Street and on the west side of University Avenue in Little Rock, Arkansas. Access to the proposed site is via two existing drives that currently serve the existing Baker Building. The existing north access drive intersects West Markham Street approximately 285 feet west of University Avenue. The east existing access drive (East Access Drive) intersects University Avenue approximately 150 feet south of West Markham Street and serves right-in/right-out vehicle movements only. Since completion of the traffic study report dated February 10, 2011, there have been many discussions with the City of Little Rock staff and McDonald's has considered a variety of design and operational measures to offer refinement of the site plan. Changes to the site plan (a reduced size copy of the revised site plan is included with this letter) include design features that allow improved traffic operations and access including the following: • Building design to improve efficiency of serving customers. -- These measures include accommodation of a double, side -by -side on -site vehicle stacking for vehicles awaiting access to the double order board stations. The building design also now incorporates three service windows which follow the order board stations to permit payment at one window and pick-up of customer orders at two windows, one of which is intended to primarily serve customer orders requiring longer time to present at a forward location which does not impeded progress of customer orders behind. Peter Roy Jr. June 13, 2011 Page 2 Markham Street Left Turn Lane Widening -- A plan to widen Markham Street in the vicinity of the site has been proposed to provide a bi-directional center left -turn lane from University Avenue to the access drive serving Park Plaza/Chick-fil-A. This street improvement will provide left turn lane storage at the joint access drive (to be shared with the Baker Building), plus drives serving Plaza Towers. A reduced size copy of this Markham Street improvement plan is included with this letter. Since the traffic study report dated February 10, 2011, McDonald's has provided updated information relating to drive-thru service times for the order board, pay window and pick-up windows. This empirically derived data is from operating McDonald's sites with designs like that proposed for this site. The traffic simulation model used by Peters & Associates Engineers, Inc. to assess ingress, egress and internal vehicular movements has been updated to reflect representative drive-thru service times as well as referenced site design features. Revised traffic operational calculations and simulation modeling were performed as a part of this study update for projected traffic operating conditions for the study intersections to account for the revised site design. Critical to assessment of traffic operations is an assessment of site ingress and egress at the two proposed access drives and circulation through the drive-thru facility. Of particular interest are the operation of the drive-thru facility and the queuing of vehicles in that portion of the proposed site. TSIS-CORSIM (Traffic Software Integrated System, Version 6.2) traffic modeling software was used for assessment of traffic operation at the proposed site. City of Little Rock representatives are familiar with and have confidence in the results from this traffic modeling software. After several work sessions with the City Traffic Engineer, and refinements to the traffic operations simulation modeling for projected traffic conditions, analysis results show traffic operations to be very favorable. The model demonstrates that vehicle queuing can be fully contained within the site. It also shows the proposed widening of Markham Street and provision of a westbound left turn lane to greatly improve access at the Markham Street driveway while allowing un-interrupted east -west thru vehicle movements on Markham Street at the access driveway. Markham. 1. What is the estimated cost of improvements for the addition of the center left turn lane on W. Markham? We spoke with the applicant's Engineer, Ernie Peters, and he said that a contractor had estimated costs for the proposed widening. Their estimated costs for the improvements were $220,500, which did not include right-of-way or utility relocation costs. 2. What are the trip generation estimates for the Park Avenue site, just south of the proposed McDonalds site? The following table shows the trip generation rates for the proposed Park Avenue site. Based on Peter's and Associates latest estimates, the site will generate approximately 17,425 trips per day. Of those trips, the Target store is estimated to generate 7,364 trips per day based on 138,600 sf of building. Based on these estimates, we can expect an additional 10,061 trips per day of additional trips added to the roadway system when Park Avenue is completely developed. Currently the 24 hour average daily traffic volume on University is 28,000 trips per day. Submitted by: Department of Planning and Development SYNOPSIS FISCAL IMPACT RECOMMENDATION CITIZEN PARTICIPATION Action Required Ordinance Resolution Approval Information Report Approved By Bruce Moore The request is an appeal of the Planning Commission's recommendation of denial of a requested rezoning from C-3, General Commercial District to PCD to allow the construction of a McDonald's restaurant on this site. The site is located within the Mid -town Design Overlay District. I None. Staff recommends denial of the requested PCD zoning. The Planning Commission voted to recommend denial of the requested zoning by a vote of 5 ayes, 5 noes and 1 absent. The Planning Commission reviewed the proposed PCD request at its June 30, 2011, meeting. There were registered objectors present. The Hillcrest Residents Neighborhood Association, the Briarwood Neighborhood Association, all residents who could be identified located within 300 feet of the site and all property owners located within 200-feet of the site were notified of the Public Hearing. BACKGROUND The site is located within the Mid -town Design Overlay District which requires redevelopment of the site to rezone the property to a Planned Zoning Development. The request includes the removal of an existing restaurant building and the construction of a new 4,928 square foot McDonald's restaurant. The restaurant will provide a shared access from South University Avenue and West Markham Street with a lot located to the north. Parking will be provided via a cross parking agreement with this adjacent lot. The DOD states specific development criteria for redevelopment of site within the district's boundaries. For specific development criteria please see the Staff Analysis within the write-up for this item. The site plan presented to the Planning Commission indicated modifications to the landscape areas and the addition of a second stacking lane for the drive -through window aimed at -addressing staff s concerns raised from previously submitted plans. The following indicates a few areas of variation from the site plan and the Mid -town DOD: The plan indicates the placement of a building setback along South University Avenue of 67-feet. The DOD states buildings should be set at zero but no more than 20-feet. Per the DOD internal drives are to be 10 to 12 feet in width. The plan presented indicates the northern driveway 17-feet in width with two drive -through lanes each 10-feet wide. The western drive was indicated at 18-feet. Sidewalks located along the northern and eastern facades of the building area 5.5 feet and 6.5 feet respectively. The DOD states sidewalks are to be a minimum of 10-feet in width. The street buffer along South University Avenue is indicated with two grass strips adjacent to the right of way on South University Avenue, a five foot sidewalk, a retaining wall and a two foot grass strip adjacent to the drive -through exit drive. The DOD states street buffers are to comply with City ordinance. This would typically require a minimum street buffer width of nine feet. The buffer as indicated appears to be less than four feet. The perimeter landscape strips as indicated range from four to seven feet and do not comply with the nine foot typical minimum standard of the City's landscape ordinance. 2 BACKGROUND CONTINUED Traffic has been raised as a concern by staff, more specifically the flow of traffic on West Markham Street and the potential blocking of West Markham Street by vehicles accessing the entrance drive to the restaurant on West Markham Street. The applicant has provided staff with a traffic study regarding the design proposed. The applicant is proposing to widen West Markham Street and provide a westbound left turn lane to improve access at the West Markham Street driveway while allowing uninterrupted east -west through vehicle movements on West Markham Street at the access driveway. Staff has reviewed the applicant's proposal and conducted field investigations to determine the impacts on traffic based on the applicant's design. The proposed modification to West Markham Street provides just enough storage for the proposed traffic shown in the applicant's trip generation report based on today's traffic volumes. However, staff is concerned that with increased traffic volumes on these two major arterials, problems will be generated in the near future. During observations of the AM peak hour, eastbound traffic stacked up past the proposed entrance on West Markham Street numerous times. In the future, as traffic increases on the West Markham corridor there will be fewer and fewer gaps in eastbound traffic flow which will not allow for the left turn maneuvers into and out of the McDonald's site. This will result in blocking westbound traffic as well as blocking vehicles attempting to exit the site on West Markham Street in the near future. McDonald's engineering department is continuing to work with Ernie Peters, its local traffic engineer, and will submit to Bill Henry and the City of Little Rock a revised drive-thru traffic capacity model which we will further address and resolve some of the City's concerns regarding traffic in and around the site. The ingress/egress agreements, the revised Markham Street access driveway and the drive -through capacity model will necessitate a revised site plan and other documents that your staff and Traffic will need to study and review. While my client and I have been working diligently on these matters in preparation for the May 19, 2011, Planning Commission hearing and would have liked to have it all in place prior thereto, we realize it would not be prudent to hastily finalize and deliver these documents to your office this week without sufficient time for the City to review the documents prior to the hearing. The notice must be mailed no later than December 1, 2010. The Office of Planning and Development must receive the proof of notice no later than December 10, 2010. Notifications were sent out by Randy Frazier. 2) The site is located within the Mid -Town DOD which regulates a number of items related to the overall development of the property. a) For new construction, at least sixty percent of the ground floor level facing the street shall be glass -windows, entry features or displays. • The primary facade facing University Avenue will be 73% glass storefront. b) The primary facade of a building shall be oriented parallel with the street, or to the principal vehicular or pedestrian routes of travel whether public or private. • The primary facade is parallel with University Avenue and the principle pedestrian route is along University Avenue. c) The primary entrances shall be oriented to the street or to the principal vehicular or pedestrian routes of travel within a development. • There is one primary entrance along the east side of the building facing University and a primary and secondary entrance along the north side of the building. d) Buildings shall have clearly defined and visible customer entrances featuring elements such as overhangs, arcades, arches, canopies, peaked roof forms, display windows. • The primary entrance facing University is under a large overhang and adjacent to an arch. The primary entrance on the north side of the building is under a canopy with "WELCOME" letters above it. e) All sides of the building that face abutting public or private rights -of -way, except alleys, shall feature at least one customer entrance. • There is one customer entrance on the east side of the building and two customer entrances on the north side of the building. There are no customer entrances on the south and east sides of the building. f) No elevation facing an arterial or greater street shall be primarily used as a service entry or otherwise be treated as the rear of the structure. • There is no service entry on the east side of the building which faces University Avenue. All other sides of the building face private property. g) Parapets, mansard roofs, gable roofs, high roofs shall be used to conceal flat roofs and roof top equipment. • Parapets are being used to hide rooftop equipment. h) Exterior building materials and colors shall be aesthetically pleasing and compatible with materials and colors used in neighboring developments. • The color scheme is terra-cotta base with a lighter terra-cotta for the accents. Predominant exterior building materials shall be of high quality materials, such as but not limited to brick, wood, stone, tinted stucco, EIFS concrete masonry units. Fagade colors shall be low reflectant, subtle, neutral or earth tone with trim and accents brighter colors. Predominate exterior building materials shall not be smooth -faced concrete block, tilt -up concrete panels or prefabricated steel panels. ■ The predominant building material is integrally colored "QUIK BRIK' and EIFS. Parking does not wrap around the building and is limited to the north side and west side (rear) of the building. k) Front yard setbacks may be zero feet but will not be more than twenty feet excepting in those cases where grade changes make such setback impractical. The proposed building is setback almost 42' from the University Avenue R.O.W. line. Placing the building within 0' to 20' of the R.O.W. is not a feasible option for this site, as we need a drive lane across the front of the building in order to get drive-thru traffic out of the site. Side yard setbacks may be zero except where adjacent to lots containing single-family. These setbacks shall be four feet. Rear yard setbacks may be zero except where adjacent to single- family. In this case the setback shall be not less than twenty -family feet. ■ The proposed site plan complies with all side and rear building setback requirements. • The trash enclosure / storage building falls within the rear setback; however during the site investigation stage of this project it was noted that this would be acceptable by staff. m) All developments shall include as part of their site plan pedestrian linkages through parking areas and to adjacent buildings or developments. • The proposed site plan provides pedestrian access points between the existing office building to the north and the proposed McDonald's site, via (4) five feet wide curb openings along the common property line. ■ The proposed site will also provide an accessible route to the existing sidewalk along University Drive The existing site does not have an accessible route to the public right- of-way. n) All new utilities for developments within the district shall be buried. All new developments shall underground all utilities on site or within adjacent public right of way whenever determined by the affected utility agency to be feasible. • All new utilities will be buried. • The existing overhead electric line along the southern boundary will remain in its current location. o) Trash enclosures shall be located in alleys whenever available or in common service areas for multiple developments. The trash enclosure/storage building is located at the rear,of the site. p) In all areas, service and waste removal areas shall be screened and located away from public outdoor spaces and pedestrians. Dumpster screening shall be as per Section 36-253. • The trash enclosure will be screened on three sides via an 8' tall masonry screen wall matching the building and an 8' tall vinyl access gate matching the building. q) Parking requirements within the district shall be fifty percent of that required by Article VIII. The maximum allowed parking shall be the minimum standard established in article vii. • The proposed site plan provides 22 on -site parking spaces. • There is an existing shared parking agreement in place between the McDonald's parcel and the existing office building to the north. r) Parking in setbacks is prohibited. No parking shall be allowed in the front yard setback area. • No parking will be provided within the front yard setback area; however an 18' drive is proposed within a portion of the 20' front yard setback. Refer to item "K" above for additional description. s) No off site advertising signs are permitted. • McDonalds is requesting a variance for a monument sign off of Markham which is considered off site. t) No pole mounted sign is permitted. ■ No pole mounted sign is being requested. ■ A monument sign is being requested at the NE corner of the site adjacent to University Avenue, south of the existing drive. u) Monument signs are to identify the development and be limited to seventy-two square feet in area and six feet in height for developments of greater than one acre. For developments less than one acre monument signs may be up to twenty-four square feet in area and six feet in height and must be located as part of the required landscape area of the parking lot. ■ The proposed monument sign will be 6 feet tall and 24 SF (see sign elevation). v) No street buffer or landscaping shall be required along streets classified less than an arterial. When the structure is not built to the property line, landscaping is required in the area between the building and property line up to that required in Chapter 15 of the code of ordinances. • Landscaping has been provided between the front of the building and the property line except for where the 18' drive lane and 5' sidewalk will be constructed (see landscape plan). w) Surface parking lots shall conform to all current landscape requirements. • Based calculations provided by our Landscape Architect we believe the landscape plan to comply with the landscape requirements except as listed below: o Perimeter landscaping (1 Tree/750 SF) does not conform. The smallest width of this landscape area will be 3.8' at the trash enclosure. x) Street trees shall be a minimum of three inch caliper and shall be two feet off the back of curb, thirty feet on center. The canopy shall be maintained with an eight foot clearance. A four foot planter strip shall be maintained. • Trees have been specified to be a minimum of 3" caliper on the landscape plan and have been placed at least two feet off of the back of curb. Due to the proposed sidewalk connection to University Avenue there is not enough width to place trees at 30' on center along University Avenue.
