CBC_01 26 2023The City Beautiful Commission held a planned meeting at 4:00 p.m. on Thursday, November 30,
2022, at Willie L. Hinton Neighborhood Resource Center, 3805 West 12th Street.
Simultaneously the meeting was virtually held online using the WebEx format. Chairman
Sanders-Woods, called the meeting to order.

Commissioner Sanders-Woods entertained a motion to approve the November 2022 Minutes.
Motion: A motion was made to approve the November 2022 Minutes.
Second: A motion was made to second the November 2022 Minutes, and it passed unanimously.

KLRB:
Chairman Dane presented an item, and wanted to know, if the CBC was willing to sponsor or
participate in the March 11, 2023 City Wide Clean-up. There was general discussion regarding the
cost, donation(s) and the City’s position about donations to non-profit organizations. The City
Attorney provided guidance regarding the City’s (CBC) donation and individual donations.
Adopt-A-Street:
Commissioner Winchester discussed boundary streets for clean-up, timeframes, frequency of
clean-up and requested additional participation. Saturday, February 11, 2023 and Saturday,
March 11, 2023 from 8:00am to 10:00am was proposed. The group would meet in the Señor
Tequila parking lot. A motion was made and seconded. The vote was 10-0-0-1.
Eye of the Beholder:
Chairman Sanders-Woods discussed nominations for eye of the beholder (EOTB), locating and
updating the forms. She recommended each member provide at least one nominee per month. The
nomination for front yards only would be considered. Staff will provide additional nomination cards at
the next scheduled meeting.

NEW BUSINESS:
1. Creation of an Invasive Plant Species Subcommittee.
CBC Commissioners and Staff discussed creating a subcommittee to include invasive
plant species included in the Landscape Ordinance. The subcommittee would make
recommendations to the CBC. City’s Attorney Office discussed process for public
meetings including public notification.
There was general discussion regarding the role and function of Commissioners for the
subcommittee.
There was general discussion regarding citizen’s role and function for the subcommittee.
The subcommittee will contain the following Commissioners and Staff: Steve Homeyer
–Chairman, Troy Laha, Bob Winchester and Brad Jordan, Development Manager.
The Sustainability Office will serve as will function as ex-officio, but will not be part of
the subcommittee body.
A motion was made and seconded to establish the subcommittee. The vote was 10-0-0-1.
2. Commission Retreat.
The commission had a brief brainstorming/planning discussion regarding the 2023 Annual
CBC retreat.
3. Landscape Awards
Landscape awards were discussed. Last year’s award winners were provided to the
Commission.
