CBC_02 23 2023The City Beautiful Commission held a planned meeting at 4:00 p.m. on Thursday, February 23,
2023, at Willie L. Hinton Neighborhood Resource Center, 3805 West 12th St. Simultaneously
the meeting was virtually held online using the WebEx format. Chairman Sanders-Woods, called
the meeting to order.

APPROVAL OF THE JANUARY MEETING MINUTES:
Commissioner Sanders-Woods entertained a motion to approve the January 26, 2023 Minutes.
Motion: A motion was made that the January 26, 2023 Minutes be approved.
Second: The motion was seconded, and it passed unanimously.

Public Relations:
An update about trash pickup dates was given. It was stated there were individuals that want to
volunteer their time in the future.
KLRB:
The city-wide pick-up day would be March 11, 2023.
Adopt-A-Street:
Cleanup will be March 11 at 8:00 am along Bowman Road from Markham Street to Chenal
Parkway and back, and Markham Street to Napa Valley Drive and back.
Eye of the Beholder:
Eye of the Beholder Award nomination cards were distributed to the commissioners. Chairman
Sanders-Woods requested that commissioners make at least two nominations.
NEW BUSINESS:
1. Code of Ethics
The Little Rock Director of Planning and Development, Jamie Collins spoke on the importance of
adhering to the Code of Ethics, and the rules that apply, as members of City of Little Rock
commissions during all meetings. All information regarding meetings must be sent to Planning
and Development staff, as acting Secretary for the commission. Any information relating to City
website or Facebook page updates must come to staff. Likewise, all commissioners must receive
agendas and minutes from staff in a timely manner. Staff member, Torrence Thrower asked that
all members provide him with updated contact information.
2. Invasive Species List
The Little Rock Manager of Development, Bradley Jordan spoke on the commission’s,
along with various other vital committees and groups, successful efforts in preparing the
proposed revisions to the existing city landscape ordinance section pertaining to plant
material selection requirements. The committee proposed a list of non-native invasive
species of trees and shrubbery that can contribute to ecological, environmental, or
economic damage to native species.

There was discussion on the definitions with the City Attorney, and for adding more
evergreens to the approved list.
A motion was made to approve the invasive species list.
The motion was seconded and passed unanimously.
There was some discussion about the process for full passage. The document now goes
through the City Attorney, then the City Manager, then to be submitted to the City Board
of Directors for revision to the city ordinance.
Chairman Sanders-Woods asked for an update at the next commission meeting.
