Site Location Little Rock Christian Center - Conditional Use Permit 1603 South Elm Street Nelson Curry/Bobby Smith, Pastor The applicant proposes to use the existing structure on this R-3 zoned property as a church/ Christian counseling center. A waiver of the required on-site parking is being requested. The subject property is located on the east side of South Elm Street, 4 blocks south of West 12th Street. 2. Compatibility with Neighborhood The adjacent neighborhood is predominantly single family residential, zoned R-3, with a scattering of duplex zoning. Directly west of this site, across South Elm Street, is a large nursing home. The Oaks Residential Care Facility sits on an entire city block, zoned 0-3. The structure in question is not much more than 500 square feet in size and will accommodate a seating capacity of approximately 15, comprised primarily of residents of the neighborhood who will walk to the facility. This small scale use should be compatible with the adjacent neighborhood. 3. On -Site Drives and Parkin There is currently a single car driveway on the property. A church, with a seating capacity of 15, requires four on-site parking spaces. The applicant is requesting a waiver of any additional parking requirements. In that the attendance to this facility will consist primarily of neighborhood residents walking to the site, staff supports the requested waiver of the parking requirements. Ana. l V s_ i s The applicant proposes to use this existing 500± square foot residential structure as a church/Christian counseling center. The primary focus is to reach the immediate neighborhood, with a concentration on reaching young people. The proposed use has the support of neighbors and the Stephens area Alert Center Facilitator. This neighborhood is recognized as a high crime area, fraught with gang activity and staff feels that this use may provide a positive, stabilizing influence in the area. Staff is supportive of the proposal. 8. Staff Recommendation Staff recommends approval of this application and of the requested waiver of the on-site parking requirements, subject to on-site signage being limited to the 4 foot by 4 foot wall sign currently on the front facade of the building. SUBDIVISION COMMITTEE COMMENT: (JUNE 24, 1993) The applicant was not present. Staff presented the item and explained the proposal to the Committee. After a brief discussion, the Committee determined that the request to waive the parking requirement for three additional parking spaces was appropriate. The Committee also felt that the proposed church/Christian counseling center was a suitable use for this property. The item was then forwarded to the full Commission for final resolution. Dana Carney, of the Planning staff, presented the item and a staff recommendation of approval. After a brief discussion, it was determined that there were no outstanding issues and this item was placed on the Consent Agenda for approval, subject to compliance with staff recommendation. The vote was 10 ayes, 0 noes and 1 absent. f 3
