(Job Number: 10-0??T) Dear Board Members: The LRCC plans for the above mentioned parking lot will have an enormous visual impact on neighbors which abut their property and will ftuther the devaluation of the land. The environmental impact to the ravine is also of major concern. The plans received from the planning department do not include any elevations or cross sections of the proposed construction and there are no proposed planting plans. When these plans are available we would like to have copies. We are requesting that the building permit application by LRCC be amended to include planting of English Ivy (Scientific Name: Hedera helix) every twelve (12) inches on center along the base of both the 10 foot and 15 foot retaining walls as part of the landscape planting plan and dark sky lighting to be specified. We have had numerous conservations with various architects, landscape architect, Bob Callan, ASLA and Mr. Dana Carney of the Planning Department. Mr. Carney has assured us that the LRCC will have to comply with the rules and regulations of the City in order to be granted a permit i.e. silt fencing and erosion control. And to add, past promises from the LRCC have never been honored. At the time (200 1) the LRCC promised to camouflage the unsightly maintenance shed. Attached is a copy of the letter from former President of the LRCC, David Coates. President Coates had acknowledged that there would be screening planted to camouflage the unsightly structure and a drip irrigation system installed to maintain the planting. These promises were ever implemented. We asked that both past and future promises be honored. Numerous people have been involved in this proposed landscape improvement project. The list includes Chris Olsen, Registered Landscape Architect with Horticare Landscape and Management; Bob Callans, Executive Director of Garvin Woodland Gardens; Don Nutt, Horticulturist at the Country Club of Little Rock; Chuck Gast, Certified Golf Course Superintendent at CCLR; Bart Roach, Board of Directors at CCLR and myself. Landscape proposals were submitted by Chris Olsen and Bob Callans, reviewed by all and combined to produce what we feel is the best approach to solve this challenging landscape project. Plant material size and selections were based on topography, soil conditions and accessibility as well as plant growth rate, height at maturity, and winter leaf retention. Considering these factors, the proposed landscape design includes a combination of Cherry Laurels, Eleagnus and Loblolly Pine trees as depicted on the landscape design sketch. Installation of plant materials is scheduled during the spring of 2001. To assist in promoting optimum growth and development of the selected landscape materials, a drip irrigation system is planned for installation at the time of planting. Furthermore, an aggressive post - plant fertility program will be in place to optimize the growth rate of these plants and trees. In the event a specimen does not survive, replacement of that plant will be completed within a reasonable amount of time, depending on plant availability and favorable temperatures. It should be understood however, that typical with landscape improvement projects, a period of 3 to 5 years will most likely be necessary to realize a 4200 Counlry Club relatively mature landscape scheme and thereby achieve the desired screening affect.
