R. and Betty Chism PROPOSAL: The applicants propose to place a doublewide, 28 foot by 60 foot manufactured home on this R-2 zoned, 2.6 acre site to replace a conventional, site -built home which was destroyed by fire in February 1993. ORDINANCE DESIGN STANDARDS: 1. Site Location This site is located south of Mabelvale Pike, approximately 1/2 mile east of Arkansas Highway Department. 2. Compatibility with Neighborhood The uses in the immediate vicinity are varied, ranging from a few single family homes to a motor freight terminal. The immediate neighborhood is primarily non-residential in nature. There are several mobile homes in the adjacent neighborhood, including two mobile home parks. A large mobile home park is directly adjacent to this site, on the west. Directly south of this site is a large commercial area fronting on I-30. Among the commercial uses in this area are a furniture store, recreational vehicle sales, car lots and a flea market. A large area of I-2 zoning is north of this site, across Mabelvale Pike. The proposed manufactured home, located on a 2.6 acre tract, should not have a negative impact on the neighborhood. 3. On -Site Drives and P4rking The site is approached by a 25 foot access easement off of Mabelvale Pike. The applicant proposes to use the existing driveway. Staff Analysis The Chisms are requesting a conditional use permit to place a doublewide manufactured home on this site to replace their house, which recently burned. This site is part of a small, residential enclave sandwiched between the industrial uses on Mabelvale Pike and the commercial uses on I-30. The primary dwelling units in this neighborhood appear to be mobile homes. The proposed manufactured home will be placed approximately in the middle of a 2.6 acre site and will meet all setback requirements. The Chisms have presented statements from all of the adjacent property owners stating that they have no objection to the placing of a doublewide manufactured home on this property. This proposal should not have a negative impact on the adjacent neighborhood and staff is supportive of the application. 7. Staff Recommendation Staff recommends approval of this application, subject to compliance with ordinance minimum site design standards as follow: a. A pitched roof of three (3) in twelve (12) or_fourteen (14) degrees or greater. b. Removal of all transport elements. C. Permanent foundation. d. Staff presented the item. a brief discussion, it was determined that there were no outstanding issues: The Committee then forwarded this item the full Commission for final resolution. PLANNING COMMISSION ACTION: (APRIL 6, 1993) After to The applicant, Betty Chism, was present. There were no objectors present. Dana Carney, of the Planning staff, presented the item and a staff recommendation of approval, subject to compliance with ordinance minimum site design standards as listed in the staff recommendation. Chairman Walker asked Mrs. Chism if she agreed to comply with the standards, as listed. Mrs. Chism stated that she did. There being no further discussion on this item, a vote was taken. The vote was 8 ayes, 0 noes and 3 absent. The application was approved. 3
