Submitted herewith is a revised Conditional Use Site Plan for the Chenal Valley Church of Christ on Taylor
Loop Road. The original Conditional Use Permit, issued in 1993, was based on a site plan submitted at that time
with a phasing plan of how the property would be developed. Since that time, the originally planned Phase I
(sanctuary and education space) and Phase IV (Family Life Center) have been constructed, along with related
drives and parking. This is in addition to the existing day -school in place prior to CUP approval. The original
CUP siteplan called for half -street improvements to be completed along Carter Lane to the west of the site and
Taylor Loop Road along the north frontage. Subsequent negotiations have led to the Carter Lane improvements
being installed and the Taylor Loop Road right-of-way being dedicated, but the Taylor Loop Road street
improvements not installed.
At the time of the construction of the Family Life Center, there were discussions between the church
representative and planning staff concerning a further deferral of the Taylor Loop improvements. At that time, a
deferral was granted, but under the condition that no further building construction would be allowed without
construction of these improvements.
The church staff is currently officed in a modular building to the rear of the day -school. The decision was made
this past year to begin planning for permanent office space for the staff. Coincidentally, the day -school was
notified that improvements were needed to keep them in compliance with childcare regulations. The decision
was made to combine these two projects into one, with a small expansion to the day -school building needed to
allow room for staff offices. The current plan is to completely remodel, both inside and out, the building
currently containing the day -school and add about 10 ft. of depth to the building to allow for the offices. This
will greatly improve the street appearance of the campus, as the day -school is currently a metal building. The
remodeled building will be brick and match the architecture of the other existing buildings on the site. The
modular offices will be moved to the rear of the property to an area screened by privacy fencing.
The projected costs of the improvements to bring the day -school up to standard, add the offices, and upgrade the
exterior of the building is around $400,000. The construction of the Taylor Loop street improvements at this time
would add approximately $100,000 to the cost of the project. We are a small church, and this is money that we
just do not -have access to at this time. Therefore, we are asking for a deferral of the requirements of street
improvements along Taylor Loop Road for a period of 5 years. This would allow us time to get these necessary
upgrades constructed and raise additional funds for the street improvements.

7. Chenal Vallev Church of Christ (Z -5659-A)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
The zoning buffer ordinance requires a thirty-seven (37') foot wide land use
buffer along the northeastern perimeter of the site next to the residentially zoned
property. Seventy percent (70%) of this buffer is to remain undisturbed. A note
on the site plan reflects the addition of another row of 90 degree parking. This
additional row must remain out of this buffer area.
The landscape ordinance requires a minimum of 8 % of the paved areas be
landscaped with interior islands of at least 7 '/Z feet in width and 300 square feet in
area. Proposed plan does not currently reflect this minimum.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the
northern and the eastern perimeters of the site and/or next to any residentially
zoned property. Credit towards fulfilling this requirement can be given for
existing trees and undergrowth that satisfies this year -around requirement.
All existing required on-site vegetation to meet all minimal city ordinance
requirements. Therefore, all missing, diseased, or dead vegetation to be replaced
