This site is located at the northeast corner of Watt and
Illinois Streets, approximately two blocks west of
Mississippi Avenue.
2. compatibility with Neighborhood
A church has been at this location for over 20 years. The
neighborhood is almost exclusively residential. The Anthony
School is located one block north of this site and another
church is located across Watt Street to the west. New Life
Christian Fellowship occupies a fairly large tract of land
and the proposed temporary building is located near the
center of their property. This proposed use should create
no concerns for the neighborhood.
3. On -Site Drives and Parkin
The site presently contains sufficient parking spaces and
has two driveways accessing the property from Illinois
Street. The applicant proposes to utilize the existing
on-site drives and parking.
4. Screening and Buffers
The site is heavily landscaped including many large trees.
To the east the site is wooded providing substantial
screening for the adjacent residence. The proposed building
is to be located well away from Watt Street and Illinois
Street and should have no impact on residences adjacent to
those streets. There may be some concern about the
residential property to the north. There is currently
inadequate screening between this residential property and
the church property.

7. Analysis
The proposal before the Commission is for a temporary
building to be used as classroom space. The applicant has
indicated that the church will be entering a building
project within the next three to four years at which time a
new sanctuary will built and this temporary building will no
longer be needed.
8. Staff Recommendation
Staff recommends approval of this application for a period
of four years subject to complying with City Engineering
comments noted above, and subject to compliance with all
applicable building codes.
SUBDIVISION COMMITTEE COMMENT:

The applicant was present. Staff presented the case and some
background on the proposal. Jerry Gardner of the City Engineers
office explained the right -of --way requirements. In a brief
discussion, the Committee determined that there were no
significant issues attendant to this application. The applicant
indicated that he understood the City Engineer comments and
agreed with the staff recommendation of a four year time limit.
The Committee forwarded this item to the full Commission for
final resolution.

Street and Subdivision Ordinance requirement for the
approval of this conditional use permit.

STAFF REVIEW:
1. Public Need for the Dedication and Im rovements
Watt Street, at this point, is an unimproved asphalt strip
approximately 20 feet wide with an open drainage ditch
adjacent to it. As a result of an earlier approved bond
issue, Watt Street is scheduled to be improved to Master
Street Plan standards early next year. If the needed right-
of-way is not dedicated by New Life, the City will need to
purchase it prior to this scheduled improvement.
2. Master Street Plan
Watt Street is designated as a residential street with a
required right-of-way of 50 feet and a minimum pavement
width of 27 feet.
3. Characteristics of Right -of -Way -Terrain
The right-of-way terrain currently has an open drainage
ditch running the length of the property, adjacent to Watt
Street. Other than the -ditch, the terrain is mostly level
and flat.
4. Neighborhood Land Use and Effect
The immediate neighborhood is almost exclusively single
family residential. The Anthony School is located one block
north of this site and another church is located directly
across Watt Street to the west. Watt Street, adjacent to
this second church, has been widened and improved to plan
standards. With its narrow width of pavement and the
adjacent drainage ditches, there is no safe pedestrian
walking room along Watt Street.
