ORDINANCE DE5IGN STANDARDS: 1. Site Location This application is located on the southeast corner of Ringo Street at West 11th. 2. Compatibility with Neic�hbarhood In the immediate area of this corner lot to the west and south is single family. However, to the north and east there are several business establishments ranging from a telephone answering and marketing company to a bearing company. The effect of a daycare center on this corner would be limited if all of the conventional support facilities for a daycare center were in place. 3. On -Site Drives and Parkin The site as proposed contains a very short single car driveway with a carport. This is the point of access that the owner intends for the only parking on the premises. 4. Screenin and Buffers The type of activity proposed in the limited surfacing area for parking and drives indicates none required. 5. Cit En ineer Comments Repair the sidewalk on West lith Street and indicate the parking for employees and drop-off lane for children. 6. Analysis This application is a conventional request for daycare in a former single family dwelling, with the almost total absence of the ability to park employees' cars and serve a proper and safe access for the delivery and pickup of the children. The owner has expressed in her cover letter that parking for staff would be on a nearby business lot which owner has agreed to assist her with parking spaces. This will need to be reviewed by staff in a written form and a review made of that owner's property to determine if they have surplus parking spaces that can be utilized. The owner further indicates that the facility will have a three car transportation service where she and employees will pickup and drop-off the children in the single car driveway. This application is very similar in nature to one dealt with by the Commission at its last Subdivision hearing wherein a property owner proposed to utilize a twelve passenger van to pickup and return the children to their residences. Staff has become concerned with the multiple applications over the last several months on properties that do not have the capacity to provide proper parking and drive facilities. In general, these activities are on side streets or low traffic streets where there is not a significant conflict with passersby. Staff feels that the Commission and staff should be cautious and deliberate in our review of each application and require specific written commitments from off-site property owners which are supporting these types of land uses. 8. Staff Recommendation Staff recommends approval of the application subject to the owner providing written leases or agreements of a binding nature for a period of at least five years for the parking for employees. Also, the owner study the possibility of extending the current driveway through the rear yard area and to exit onto West lith Street. This would provide for a drive-thru, continuous flow and a safe delivery point for the children. SUBDIVISION COMMITTEE COMMENT: (SEPTEMBER 3, 1992) The applicant was not present. The Committee in review of this proposal noted the same kind of concerns which had been discussed previously on applications of this nature. Resolution of the design issue was not obtained at the Committee meeting. The Committee forwarded this application to the full Commission for final resolution. 2 November 3, 1992 SUBDIVISION ITEM NO.: B Continued FILE NO.: Z-5606 PLANNING COMMISSION ACTION: (SEPTEMBER 22, 1992) The applicant was not in attendance. There were no objectors present. Richard Wood of the Planning staff reported that the applicant had not complied with the notice requirement. He further stated that staff has attempted to contact Ms. Dawson -Evans on numerous occasions and has not been successful. As part of the Consent Agenda, this item was deferred until the November 3, 1992 commission meeting. The vote was 9 ayes, 0 noes and 2 absent. SUBDIVISION COMMITTEE COMMENT: (OCTOBER 15, 1992) The applicant was not present. Staff informed the Committee that the applicant had not complied with the notice requirement. Staff further stated that numerous unsuccessful attempts have been made to contact Ms. Dawson -Evans. The Committee forwarded this application to the full Commission for final resolution. PLANNING COMMISSION ACTION: (NOVEMBER 3, 1992) The applicant was not present. Staff informed that there had been no further contact with the the day the application was filed. Staff then this item be withdrawn by the Commission.
