A Planned Unit Development for an office to serve United Medical,
Inc., a medical supply office which specializes in custom fitting
wheelchairs, both motorized and nonmotorized for the disabled
community.
A. PROPOSALIREOUEST:
This proposal is for an office building approximately 16,000
square feet in area. Eight thousand (8,00.0) square feet of
which is to be used as storage and wheelchair repair. The
remaining 8,000 square feet will consist of office and display
area.
B. EXISTING CONDITIONS:
The site is currently a vacant lot adjacent to Barrow Road and
a dead end collector street, Labette Drive. This is proposed
to connect the Twin Lakes community with Barrow Road.
C. ENGINEERINGLUTILITY COMMENTS:
Place in -lieu contribution for unfinished Labette Street
improvement.

A pro rata front footage charge of $15.00 per square foot
applies for connection off Labette Drive.
D. ISSUES LEGAL TECHNICAL DESIGN:
1. Dedication of additional right-of-way length on Labette
Drive is required.
2. Include the right-of-way within the preliminary plat file
as a companion action to this request.
3. Construct street improvements prior to the signing of the
final plat, or provide a triparty or letter of credit
assurance.
E. ANALYSIS•
This application provides for a planned office development
on a 2± acre parcel to locate a mixed use development of a
character for which the POD district was specifically
designed. The proposal is located at the corner of a
collector street which will eventually provide an alternate
access to the Twin Lakes community and Romine Road area. The
building proposed will be 100 feet by 160 feet and be of
masonry construction. The proposal includes a future 10,000
square foot addition to the south side and all required
parking will be provided as well as the required landscaping
and buffering.
Many of the clients of this business come to this area due to
the many medical offices and hospital nearby. United Cerebral
Palsy, a client, is located immediately north across LaBette
Drive. Meetings have been held between City staff and this
developer to discuss the appropriate location for curb cuts
and access on the adjoining streets. This has been resolved
satisfactorily to both sides. Sidewalks will be provided as
required by ordinance.
F. STAFF RECOMMENDATIONS:
Staff recommends approval of the planned office development
subject to coordination of the approval of the final plat and
the issuance of the building permit for the planned office
district.

Mr. Steve Bonds, the applicant, was present. There was a
discussion on the need for additional right-of-way and the
extension of Labette Drive in association with the platting of this
lot. Mr. Bonds stated that all of the issues outlined by staff
will be met. This matter was forwarded to the full Commission for
resolution.
PLANNING COMMISSION ACTION:
(SEPTEMBER 22, 1992)
Mr. Steve Bonds was present and represented the application. There
were no objectors in attendance. Planning staff reported that all
items of discussion had been resolved to the satisfaction of all
involved parties. After a brief discussion, the Commission
determined to place this item on the Consent Agenda for approval.
A motion to that effect was made. The motion passed by a vote of
9 ayes, 0 nays and 2 absent.

This application is for a Planned Office Development on a
2.27 acre parcel located at the southwest corner of John
Barrow Road and Labette Drive. The proposed development will
have 225 feet of frontage along John Barrow Road and 387 feet
of depth along Labette Drive.
The building will be 100 feet by 160 feet with masonry
construction. This proposal also includes a future
10,000 square foot addition to the south side of the building.
All required parking will be provided. Many of the clients of
United Medical come to this area of the city because of the
medical offices nearby. United Cerebral Palsy, a client, is
located immediately north across Labette Drive.
The applicant has met with the City's Traffic Engineer to
discuss curb cuts on Labette and John Barrow, and worked out a
satisfactory traffic flow arrangement. All landscaping
requirements, both on the perimeter of the property and
adjacent building will be met. Sidewalks will be provided.

Staff recommends approval of both the preliminary plat and
Planned Office Development subject to resolution of the
comments mentioned above.
