Z-5595 Staff AnalysisSeptember 22, 1992 ITEM NO.: 21 FILE NO.: Z-5595 NAME: Valley Drive Alert Center - Conditional Use Permit LOCATION: 5623 Valley Drive OWNERIAPPLICANT: City of Little Rock by Jim Hathcock PROPOSAL: To remodel and upgrade the existing duplex on the premises for purposes of occupying the eastern unit for a Neighborhood Alert Center as a temporary occupancy. ORDINANCE DESIGN STANDARDS: 1. Site Location This application is located at the southwest corner of Valley Drive and Republic Lane in the southwest area of the city, east off of Geyer Springs Road. 2. compatibility with Neighborhood The proposed application involves utilizing one-half of a duplex as a neighborhood alert center. The purpose is to deal with crime, drugs and other activities in the area which have caused significant deterioration in the adjacent duplex and apartment structures. This use is proposed on a temporary basis until such time as significant gains are made in the area of correcting the various neighborhood problems. The use is viewed as an activity that the neighborhood wants. There is neighborhood support for this occupancy. 3. On -Site Drives and Parking This site is a corner lot which is large enough to allow the construction of a temporary parking lot on the Republic Lane side for six vehicles, including a handicapped access facility. This parking would be removed when the alert center is closed with that part of yard area returned to lawn for use by the tenant in the eastern most unit of the duplex. 4. screening and Buffers The usual landscaping and buffering standards are to be eliminated within this plan since the parking area is not a long term activity. The existing residential site does contain several large trees and a significant grass lawn area with shrubbery. 1 September 22, 1992 SUBDIVISION ITEM NO.: 21 Continued FILE NO.: Z-5595 5. City Engineer Comments Sidewalks should be constructed along Republic Lane. 6. Utility Comments There are none to be reported as of this writing. 7. Analysis This application is similar to the previous application on this agenda for an alert center at 1108 Park Street. It is an activity which the City of Little Rock does not propose for long term. It is our hope that all of the various problems the alert center will address shall be resolved in a short term. The City will market this duplex and provide two dwellings for families to occupy. Once removed from this duplex, the City's plan is to eliminate all of the physical improvements and identity of the alert center and return the duplex to a residential environment. 8. Staff Recommendation Staff recommends approval of the application as requested subject to the resolution of Public Works' sidewalk question. SUBDIVISION COMMITTEE COMMENT: (SEPTEMBER 3, 1992) Jim Hathcock of the staff was present and presented this application. There was a brief discussion of the City's plans for this immediate area. There were no specific concerns raised as to the design or the activity. The Committee forwarded the application to the full Commission for resolution. PLANNING COMMISSION ACTION: (SEPTEMBER 22, 1992) The applicant was in attendance. There were no objectors present. Richard Wood of the Planning staff offered a recommendation of approval. There was no further discussion, and as part of the Consent Agenda, this item was approved. The vote was 9 ayes, 0 nays and 2 absent. 2
