The subject property is located on the north side of Beck
Road, approximately one quarter mile east of Pinnacle Valley
Road. The property is an elongated site with river frontage
on the north end.
2. Compatibility with Neicfhborhood
This proposal proposes placement of a multisectional factory
assembled home in the area of very large deep lots where
most of the structures are oriented to the river. Most of
the existing buildings in the area are stick -built homes,
which were erected with approval of the county and Corps of
Engineers with respect to floodplain regulations.
3. On -Site Drives and Parkin
This owner proposes to utilize a long and narrow gravel
driveway from Beck Road to the residential site.
4. Screening and Buffers
These are not applicable.
5. City Engineer Comments
There are none to be reported.
6. Utility Comments
The Little Rock Water Works reports that this property is
outside the city limits of Little Rock and will require an
annexation agreement prior to the extension of water
service.

7. Analysis
This application represents one of the last large lots in
this immediate area fronting on the Arkansas River. The
property had been developed over an extended period of time
with many of the lots created along the river through
illegal subdivision. Many of the features of this plat are
well beyond the guidelines set forth for urban lot design
the primary feature being the excessive depth of the lots,
with narrow frontages on Beck Road. The area on and about
this lot is apparently within the floodplain as well as a
Corps of Engineers designated "wetland". There are issues
surrounding this application beyond the control of the
City of Little Rock, especially that involving the County
Planning Department.
It is our feeling that no action should be taken on this
application until such time as it can be reported by those
two agencies that the site is buildable and buildable in
the manner proposed by Mr. Robertson.
8. Staff Recommendation
Staff recommends denial since this property is currently
in violation of federal and county regulations, which
apparently make the lot unbuildable. Further, the septic
system and water service conditions are not resolved.
SUBDIVISION COMMITTEE COMMENT:

The applicant was not present. The Committee and staff discussed
this issue briefly with several of the commissioners expressing
concerns about the City becoming involved in an issue of this
nature where there are other governmental units controlling the
real development potential. It was suggested that perhaps this
item be held in abeyance until such issues are resolved.
The Committee forwarded this item to the full Commission for
resolution.
PLANNING COMMISSION ACTION:
(SEPTEMBER 22, 1992)
George Purvis was present and represented the applicant. There
were several persons present in opposition. Richard Wood of the
Planning staff reported that notices have not been sent. Jim
Lawson, Director of the Department of Neighborhoods and Planning,
reported there had been no resolution of the Corps of Engineers

and Pulaski County Planning issues regarding floodplain and
designated wetlands. Mr. Lawson also reported that this matter
had been before County Planning each of the last two months and
that the applicant had failed to attend either meeting.
Mr. Purvis explained that he is Mr. Robertson's father-in-law and
is trying to help him, but is not aware of everything that needs
to be done. Mr. Purvis stated that Mr. Robertson had returned to
his home in Alaska. Mr. Purvis continued by saying Mr. Robertson
had just recently received the list of adjacent property owners
from a local abstract company and would be sending the notices
very soon. Mr. Purvis then stated he would speak with
Mr. Robertson about the Corps of Engineers and County Planning
issues. He then requested a deferral.
A motion was made to defer this item until the November 3, 1992
commission meeting to allow for the notice requirement to be met
and for the wetlands and floodplain issues to be addressed by the
County and Corps of Engineers. The vote was 9 ayes, 0 nays and
2 absent.

The applicant was not present. Staff informed the Committee
that there had been no resolution of the Corps of Engineers
and Pulaski County Planning issues regarding floodplain and
designated wetlands.
After a brief discussion, the Committee forwarded this item to
the full Commission for resolution.
PLANNING COMMISSION ACTION:
(NOVEMBER 3, 1992)
Staff informed the Commission that the applicant had requested
that this application be withdrawn. The item was approved for
withdrawal as part of the Consent Agenda. The vote was 10 ayes,
0 noes and 1 absent.
