King, Jr. Elementary School - Conditional Use Permit Along south side of I-630 between Dr. M. L. King, Jr. Drive and Pulaski Street Little Rock School District by Lugean Chilcote Conditional Use Permit to alley construction of a new elementary school. ORDINANCE DESIGN STANDARDS: 1. Site Location All of the block bounded by West 9th, West 10th, M. L. King, Jr. Drive and the city park. 2. Com atibilit with Neihborhood The intended use is an elementary school which is typically located in residential areas. However, this site is fronted on King Drive by commercial, office, parking lots and I-630 right-of-way. Residential lies to the south and east. 3. On -Site Drives and Parkin On the primary site, the only drive will be the bus lane on the east side of the project. Employee and visitor parking will be provided on the large area of I-630 right-of-way ? north of West 9th Street. 4. Screenin and Buffers There are none proposed. The site does not require specific buffers, however, the park site performs that function to the east. 5. City Engineer Comments a. Repair all damaged sidewalks. b. Analysis Staff's review of this proposal reveals a well designed project with few negatives. Those few are easily remedied. a. Provide a sign plan. b. Provide a lighting plan for drives and parking. C. Contact waste water utility about sewer. 7. Staff Recommendation Approval of the Conditional Use Permit as requested with the several minor site plan details. SUBDIVISION COMMITTEE COMMENT: (JULY 23, 1992) This proposal was discussed briefly with the result being an agreement by the applicant to follow-up on the details. The request was forwarded to the full Commission for final resolution. PLANNING COMMISSION ACTION: (AUGUST 11, 1992) The Planning staff reported -to the Commission that there were no outstanding issues attendant to this proposal. There were several items requested by staff and Engineering which the Little Rock School Board has stated they will provide. After a brief discussion of the proposal, the Commission determined to place this item on the Consent Agenda for approval. The motion on the application passed by a vote of 9 ayes, 0 nays and 2 absent. 2
