Site Location Islamic Center - Conditional Use Permit 3224 Anna Street (East and South of West 32nd Street at Fair Park Blvd.) Islamic Center of Little Rock by Hashim Ghori Conditional Use Permit to allow conversion of residence to a Muslim center for religious and social function. This lot is immediately east of Fair Park Blvd. and north of Asher Avenue about two blocks. 2. CoLnpatibility with Neighborhood The adjacent land uses are single family to the east and north, commercial to the west and multifamily to the south. 3. On -Site Drives and Parkin The proposed parking at this time is a small lot off Lucie Street to serve the center so long as it occupies the house on this lot. The drives and parking may require redesign if the owner is successful in expanding onto the two lots adjacent on the north. 4. Screening and Buffers The Ordinance requires buffers on all sides, varying from 7.5 feet on Anna Street to 2 feet 9 inches along the north side. However, given the potential for site expansion the buffers would be better applied along the parking lot. This applies to screening as well. 5. City Engineer Comments 1. Dedicate additional right-of-way of 5 feet on both boundary streets. 2. Construct both streets to the Master Street Plan requirements. 01 August 11, 1992 SUBDIVISION ITEM NO.: 10 Continued FILE ND.: Z-5578 3. Pave parking lot and widen drive to 24 feet. 4. Relocate fence to right-of-way line. 5. Provide sidewalk. 6. Analysis The staff review of this proposal reveals a burdensome amount of costs considering there is no new building proposed at this time. The changes in the site to utilize the house as a prayer center are all tied to the need for parking. We have been informed by the owner that two additional lots adjacent are being acquired for the eventual construction of a new building. At that time, the owner indicates that the street issues and other standards would be met. It appears to us that the best approach to this proposal is to gain compliance with parking and drives; dedicate street right-of-way and defer all physical improvements until a larger, permanent plan is presented. The expansion of the site or use will require additional review by the Commission. 7. Staff Recommendation Approval of the one lot Conditional Use Permit with a condition that all of the boundary street issues will be dealt with on the next review. SUBDIVISION COMMITTEE COMMENT: (JULY 23, 1992) The Committee, applicant and staff discussed this proposal at length with the resolution being that the improvements required are excessive, and they should be assessed at a later phase of development. Therefore, the Conditional Use Permit should receive conditional approval and deferral of street improvements. The item was forwarded to the full Commission for resolution. 2
