A Conditional Use Permit is
requested to allow use of the
property for location of a
multisectional manufactured
home. (The site is zoned R-2.)
This site is located approximately 400 feet south of
Raines Road, in a rural area of the county.
2. Compatibility with Neighborhood
Presently on Lot 2, there is a manufactured home. The site
is compatible with the neighborhood. The adjacent streets
are in place and build without curb and gutter.
3. On -Site Drives and Parking
The on-site drive will be taken off of Vesta Road. There is
enough land area to provide for parking on the site.
4. Screening and Buffers
The screening and buffers will be provided in order to meet
the requirements of the Landscape Ordinance.
5. city Engineer Comments
Master Street Plan right-of-way dedication on Raines Road is
required (45 feet from centerline). Curb and gutter along
with sidewalks are required on Raines Road and Vesta Road.
A drainage easement is required for Lot 1.
Little Rock Municipal Water Works Comments
The Water Works Department has determined that a water main
is needed in order to serve Lots 2 and 3.

6. Analis
In association with this Conditional Use Permit is a request
for the replatting of this property into three residential
lots. The Conditional Use Permit is for the placement of a
multisectional manufactured home on the southern most lot,
which will be Lot 3. Each lot will be approximately one
acre in size or more.
Staff found no problems with the applicant's request. There
are several other manufactured and mobile homes in the
immediate area. By being located in a rural area of the
county, there are a lot of single family residential zoned
lots more than an acre in size.
7. Staff Recommendation
Staff recommends approval of the Conditional Use Permit per
the engineering and Water Works requirements.

(APRIL 30, 1992)
The applicant was in attendance. Staff gave an overview of the
applicant's request and the staff recommendation. The applicant
stated that he would be requesting the Board of Directors to
waive the street improvements. No additional discussion took
place. This item was sent on to the full Commission for action.
PLANNING COMMISSION ACTION: (MAY 19, 1992)
The applicant was in attendance. There were no objectors
present. As part of the Consent Agenda, this item was approved
by a vote of 10 ayes, 0 noes and 1 absent.
