STAFF ANALYSIS
The request is to rezone a 9.9 acre site from R-2 to C-3
(4.20 acres) and I-2 (5.73 acres). The land is situated on the
south side of Mabelvale West Road where Nash Lane intersects it
and just west of the area that is referred to as the town of
Mabelvale. Several hundred feet to the west is the location of
the future South Loop, and beyond the South Loop alignment is
Mabelvale Junior High. The entire site is vacant and a
substantial portion of the proposed C-3 tract is in the floodway.
Along the south boundary of the property is a 100 foot railroad
right-of-way.
Zoning in the area is R-2, 0-3, C-3, I-2 and OS, with the site
abutting I-2 and OS lands. Other nearby nonresidential zoning
includes 0-3 and C-3. The most recent rezoning action involved
property located directly to the west and the lands were
reclassified to OS, 0-3, C-3 and I-2. Land use is made up of
single family residences, a church, some small scale commercial
and industrial. Much of the immediate vicinity is still
undeveloped, including some of the 0-3, C-3 and I-2 parcels.
On the Otter Creek District Plan, the property under
consideration is recommended for "mixed office/ commercial" uses.
Therefore, the C-3 part of the request does not raise any plan
issues. After a careful review of the proposed I-2 for the
balance of the site, staff feels that an industrial
reclassification is justifiable and should not impact the

adjacent properties. This is reinforced by the fact that some of
the abutting land is zoned I-2 and the site borders the railroad
tracks. Also, the proposed rezonings continue the zoning pattern
that was established to the west over the last several years.
(Originally, the Otter Creek Plan identfied the property as part
of a large light industrial area.)
ENGINEERING COMMENTS
1. Mabelvale West is classified as minor arterial and the
existing right-of-way is deficient. The Master Street Plan
requires a right-of-way of 45 feet from the centerline.
2. The floodway needs to be zoned OS and dedicated to the City.
STAFF RECOMMENDATION
Staff recommends approval of C-3, I-2 and OS for the designated
floodway area.
PLANNING COMMISSION ACTION: (MARCH 10, 1992)
The applicant, Joe White, was present. There were no objectors
in attendance. Mr. White agreed to the OS zoning for the
floodway and dedicating it to the City.
A motion was made to recommend approval of C-3, I-2 and OS as
amended. The motion passed by a vote of 10 ayes, 0 nays,
0 absent and 1 abstention (John McDaniel).
