A RESOLUTION TO RATIFY APPOINTMENTS AND
REAPPOINTMENTS TO THE ARKANSAS ARTS CENTER
BOARD OF TRUSTEES; AND FOR OTHER PURPOSES.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. The following named persons are hereby appointed and reappointed as
members of the Arkansas Arts Center:
Janet Alley, appointed to her first full four year term, replacing Mike Mayton, said term
expiring on June 30, 2010.
Lisa Baxter, appointed to fill an unexpired term left vacant by the resignation of Mark
Lee, said term expiring on June 30, 2007.
Helen Buchanan, appointed to fill an unexpired term left vacant by the resignation of
Margaret Whitlock, said term expiring on June 30, 2008.
Francis X. (Skip) Frantz, appointed to his first full four year term, replacing Karen
Mourot, said term expiring on June 30, 2010.
Barbara Hoover, reappointed to her first full four year term, said tern expiring on June
30, 2010.
Dr. J. Floyd Kyser, reappointed to her second full four year term, said term expiring on
June 30, 2010.
Robert W. Tucker, reappointed to her second full four year term, said term expiring on
June 30, 2010.
Alan Warrick, appointed to his second full four year term, replacing Dr. Terry
Yamauchi, said term expiring on June 30, 2010.
SECTION 2. This resolution shall be in full force and effect from and after its adoption.

Skip Frantz is Chairman of Windstream Corporation, which
became a public company in July 2006 as a result of a spin -off by Alltel
Corporation of its local telephone division and the concurrent merger of
that division with Valor Communication Group. Windstream provides
voice, data, and video services in markets across 16 states and has annual
revenue over $3 billion and over 3 million customers.
Prior to January 2006, Mr. Frantz was Executive Vice President —
External Affairs, General Counsel, and Secretary of Alltel Corporation. In
addition to serving as Alltel's Chief Legal Officer, Mr. Frantz was
responsible for Alltel's mergers and acquisitions negotiations, wireline
wholesale services group (which managed all aspects of carrier -to- carrier
and universal service fund revenue and expense involving Alltel's wirelme
business), and Alltel's wireless interconnection and universal service fund
revenue and expense and partnership relations; federal and state
government and external affairs; corporate communications;
administrative services; and corporate governance. Mr. Frantz joined
Alltel in 1990 as senior vice president and general counsel and was
appointed corporate secretary in January 1992 and executive vice
president in July 1998.
Prior to joining Alltel in 1990, Mr. Frantz was a partner in the law
firm of Thompson, Hine and Flory, headquartered in Cleveland, Ohio,
where he specialized in corporate, securities, and business transactions.
Mr. Frantz is the 2005 -2006 Chairman of the Board and of the
Executive Committee of USTelecom (www.ustelecom.or ), a telecom
trade association that represents over 1,000 member companies. During
his association with USTelecom, he has served as First Vice Chairman
(2004 -2005) and as a member of the Executive Committee (since 2004),
Nominating Committee (2004), and Telecom Reform Task Force
Committee (since 2004).
Mr. Frantz is a member of the Board of Trustees and Chairman of
the Long -Range Planning Committee of Good Shepherd Ecumenical
Retirement Center, a non - profit, ecumenical enterprise that provides safe,
dignified, and affordable living arrangements to over 500 elderly in Little
Rock and is a former Board member and President of Big Brothers Big
Sisters of Central Arkansas.
Mr. Frantz is a member of Christ the King Catholic Church in
Little Rock, where he has served as a Eucharistic Minister and in the
Perpetual Eucharistic Adoration ministry, as a Board member and
President of the Christ the King Catholic School Board of Education, and
as a Board member of the Christ the King Parish Council. Mr. Frantz also
is a Knight of the Equestrian Order of the Holy Sepulchre of Jerusalem.
Mr. Frantz is an honors graduate of the University of Akron and of
the Ohio State University School of Law, where he served as Articles
Editor on the Law Journal and was elected to the Order of the Coif. He
has been married since 1987 and has two teenage children.
