19553I 0 ORDINANCE NO. 19,553 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO. 4 19,459 (DECEMBER 13, 2005), TO ADJUST THE FISCAL YEAR 2006 5 BUDGET ORDINANCE TO NOTE EXPENDITURE ADJUSTMENTS FOR 6 ROLLOVER OF ENCUMBRANCES, STREET COSTS, PROPERTY TAX 7 REVENUES, PERSONNEL COSTS, PERSONNEL SAVINGS, PROPERTY 8 INSURANCE, AND OTHER ADJUSTMENTS; TO DECLARE AN 9 EMERGENCY; AND FOR OTHER PURPOSES. 10 11 WHEREAS, the City approved a comprehensive budget for the City of Little Rock, 12 Arkansas, in Little Rock, Ark., Ordinance No. 19,459 (December 13, 2005), and 13 WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in 14 the General Fund, and where necessary to authorize the increase in the fiscal year 2006 line 15 items for these and other matters, and 16 WHEREAS, the City Manager and the Director of Finance & Treasurer, in 17 compliance with City budget and financial reporting policies, have reviewed these 18 adjustments and recommend them to the Board of Directors for approval, 19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 20 THE CITY OF LITTLE ROCK, ARKANSAS: 21 Section 1. General Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,459 22 (December 13, 2005) is hereby amended so the General Fund amount will increase by one 23 million, three hundred sixty -nine thousand two hundred and thirty -nine dollars 24 ($1,369,239), to reflect additions in operating budgets for General fund departments, to the 25 amount of one hundred twenty -one million seven hundred fifty -nine thousand five 26 hundred and twenty -one dollars ($121,759,521.00). I Section 2. Street Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,459 2 (December 13, 2005) is hereby amended so the Street Fund amount will increase by one 3 hundred seventeen thousand six hundred and twenty -one dollars ($117,621), to reflect 4 additions in operating budgets for Street fund departments, to the amount of fifteen million 5 thirty -seven thousand two hundred and fourteen dollars ($15,037,214.00). 6 Section 3. Fleet Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,459 7 (December 13, 2005) is hereby amended so the Fleet Fund amount will increase by two 8 hundred eighty -eight thousand seven hundred dollars ($288,700), to reflect additions in 9 operating budgets for Fleet fund departments, to the amount of eight million three 10 hundred eighty -two thousand and sixty dollars ($8,382,060.00). 11 Section 4. War Memorial Fitness Center Fund. Section 4 of Little Rock, Ark., 12 Ordinance No. 19,459 (December 13, 2005) is hereby amended so the War Memorial Fitness 13 Center Fund amount will increase by fifty -five thousand dollars ($55,000), to reflect 14 additions in operating budgets for War Memorial Fitness Center fund departments, to the 15 amount of one million one hundred twenty -eight thousand seven hundred and forty -four 16 dollars ($1,128,744.00). 17 Section 5. Solid Waste Fund. Section 4 of Little Rock, Ark., Ordinance No. 18 19,459 (December 13, 2005) is hereby amended so the Solid Waste Fund amount will 19 increase by two thousand seven hundred and eighty -three dollars ($2,783), to reflect 20 additions in operating budgets for Solid Waste fund departments, to the amount of sixteen 21 million eight hundred eighty -four thousand four hundred and seventy -three dollars 22 ($16,884,473.00). 23 Section 6. Parking Garage Fund. Section 4 of Little Rock, Ark., Ordinance No. 24 19,459 (December 13, 2005) is hereby amended so the Parking Garage Fund amount will 25 decrease by one hundred fifteen thousand three hundred and ninety -two dollars ($115,392), 26 to reflect additions in operating budgets for Parking Garage fund departments, to the 27 // I amount of one million nine hundred eighty -seven thousand seven hundred and thirty -six 2 dollars ($1,987,736.00). 3 Section 7. Records. The Director of Finance & Treasurer is directed to maintain 4 appropriate records which provide greater detail for the adjustments set forth in this 5 ordinance as reflected in the materials provided to the Board of Directors for the July 18, 6 2006, meeting. 7 Section 8. Severability. In the event any title, section, paragraph, item, sentence, 8 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 9 unconstitutional, such declaration or adjudication shall not affect the remaining portions of 10 the ordinance which shall remain in full force and effect as if the portion so declared or 11 adjudged invalid or unconstitutional was not originally a part of the ordinance. 12 Section 9. Repealer. All ordinances, resolutions, bylaws, and other matters 13 inconsistent with this ordinance are hereby repealed to the extent of such inconsistency. 14 Section 10. Emergency. The City's ability to properly maintain its budgets and to 15 account for its funds is essential to maintain the public health, safety and welfare; an emergency is, 16 therefore, declared to exist and this ordinance shall be in full force and effect from and after the date 17 of its passage. 18 PASSED: July 18, 2006 19 ATTEST: APPROVED: 20 21 22 Nataki S.
