AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
COMMERCIAL DISTRICT TITLED JOHN BARROW
APPEARANCE CENTER SHORT -FORM PCD (Z- 8037),
LOCATED ON THE NORTHEAST CORNER OF WEST
32ND STREET AND JOHN BARROW ROAD, LITTLE
ROCK, ARKANSAS, AMENDING THE OFFICIAL
ZONING MAP OF THE CITY OF LITTLE ROCK; AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property be
changed from R -2 to PCD:
Part of Lots 7, 8, 9, 10, 11 and 12, Block 148 John Barrow Addition to the
City of Little Rock, Pulaski County, Arkansas, less and except right of
way for John Barrow Road and West 32nd Street, all being more
particularly described as follows: Begin at the NE corner of Lot 7, Block
148, John Barrow Addition, thence SO1 °35'49 "W, along the east line of
Lots 7 through 12 John Barrow Addition 238.0 feet to a point on the north
right of way line of West 32nd Street; thence N87 °55'56 "W, along said
north right of way line of West 32nd Street, 103.64 feet to a point on the
easterly right of way line of John Barrow Road; thence along the easterly
right of way line of John Barrow Road, the following bearings and
distances: N41 °22'30 "W, 13.62 feet; NOl °40' 15 "E, 30.00 feet;
N06° 14'41 "E, 50.16 feet; N05' 10' 19 "W, 50.36 feet; NOl °40' 15 "E, 50.00
feet; N09 °38 "25 "E, 50.49 feet; NO1 °41'49 "E, 43.07 feet to a point on the
south right of way line of West 31st Street; thence S87'5 5'56"E, along the
south right of way line of West 31st Street, 107.55 feet to the point of
beginning.
SECTION 2. That the approval of the John Barrow Appearance Center Short-
form PCD (Z- 8037), located on the Northeast corner of West 32nd Street and John
Barrow Road is subject to compliance with the following additional conditions:
• That the preliminary site development plan/plat be approved as submitted,
including all staff comments and conditions as outlined in the Planning
Commission Agenda Staff Report.
SECTION 3. That the preliminary site development plan/plat be approved as
recommended by the Little Rock Planning Commission.
SECTION 4. That the change in zoning classification contemplated for John
Barrow Appearance Center Short-form PCD (Z- 8037), located on the Northeast corner of
West 32° Street and John Barrow Road is conditioned upon obtaining a final plan
approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the
Code of Ordinances.
SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 6. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 7. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
