Z-3892 Staff Analysisi October 12, 1982 SUBDIVISIONS Item No. 8 NAME: Annunciation Greek Orthodox Church - Conditional Use LOCATION: 1100 Napa Valley Drive REQUEST: For conditional use review to allow construction of a church and related facilities in an area zoned "R-3" Single Family use. 1. Site Location This site is located in an area characterized by hilly terrain. It sets at the corner of St. Charles Boulevard and Napa Valley Road on Tract A of St. Charles Subdivision, and what is otherwise a single family development. 2. Compatibility_with Neighborhood Churches are considered as acceptable uses in single family areas. No adverse effects are expected since several conditional use permits for churches have recently been approved in the immediate vicinity. 3. On -Site Drives and Parking The property will be served by asphalt drives and a parking lot on the south side. Access to the property Will be from Ridgehaven Road and St. Charles Boulevard. 4. Screening and Buffers A landscaping plan has been submitted. 5. Engineering Considerations None. 6. Staff Analysis Staff has no objections to this item; however, we are requesting that the applicant commit to a 40' buffer on the west side of the property. There has been some indication of neighborhood opposition to access from October 12, 1982 SUBDIVISIONS Item No. 8 - Continued Ridgehaven. Staff does not have any immediate objections to this. STAFF RECOMMENDATION: Approval, subject to comments made. SUBDIVISION COMMITTEE RECOMMENDATION: The applicant was present. Due to some neighborhood objections received by the City Engineers, they requested that a wider turning radius be constructed on Ridgehaven. The applicant agreed to this and staff's request for indicating a 40' buffer on the plan. A motion was made for approval, subject to the above. It passed by a vote of 4 ayes, 0 noes, and 1 abstention (Abstaining: Ron Tabor). PLANNING COMMISSION ACTION: Mr. Gus Vratsinas represented the developer. No one objected. A motion in conformance with the recommendation of the Subdivision Committee was made and passed by a vote of 7 ayes, 0 noes, 3 absent and 1 abstention (Abstaining: Ron Tabor).
