3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH FLASHPARKING, INC., IN AN AMOUNT
5 NOT TO EXCEED SIX HUNDRED ONE THOUSAND, FORTY-TWO
6 DOLLARS ($601,042.00), PLUS APPLICABLE TAXES AND FEES, FOR
7 THE PURCHASE OF PARKING ACCESS AND REVENUE CONTROL
8 STATIONS FOR THE LITTLE ROCK CONVENTION AND VISITORS
9 BUREAU; AND FOR OTHER PURPOSES.

11 WHEREAS,the Little Rock Advertising& Promotion Commission ("Commission") has determined
12 that the purchase of Parking Access and Revenue Control Stations, to be installed at the Robinson Center
13 Parking Deck, Convention District Parking Deck, and River Market Parking Deck, is needed to alleviate
14 overcrowded parking structures for citizens and visitors; and,
15 WHEREAS, the current Parking Access and Revenue Control Stations have been deemed at end-of-
16 life by the provider; and,
17 WHEREAS, the financial responsibilities for River Market Parking Deck and Convention District
18 Parking Deck on-going maintenance and repair as well as capital projects between the Commission and the
19 City are outlined in Little Rock Resolution No. 11,531 (July 1, 2003), Operating Agreement with the
20 Commission for Parking Decks, Section 2 of Exhibit A; and,
21 WHEREAS, the Commission published a Request for Proposals No. 2022-028 requesting bids to
22 provide the services; and,
23 WHEREAS,the firm of FlashParking, Inc., ("FlashParking") of Austin, Texas, provided the lowest,
24 most responsive bidder, based on price to provide the Parking Access and Revenue Control Stations at a
25 cost not to exceed Six Hundred One Thousand,Forty-Two Dollars($601,042.00),plus applicable taxes and
26 fees;and,
27 WHEREAS, it is agreed that the Commission will contract and manage the project with 100%
28 reimbursement for the River Market Parking Deck for a cost of Two Hundred Thousand, Nine Hundred
29 Twenty-Two Dollars ($200,922.00) and the Convention District Parking Deck for Two Hundred Thirty
30 Thousand, Seven Hundred Seventy Dollars ($230,770.00) coming from the City of Little Rock
31 commencing at the completion of the project from funds deemed appropriate by the City of Little Rock
32 Board of Directors; and,

1 WHEREAS, the financial responsibility for the Robinson Center Parking Deck at a cost of One
2 Hundred Sixty-Nine Thousand,Three Hundred Fifty Dollars($169,350.00)will be the responsibility of the
3 Commission; and,
4 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
5 OF LITTLE ROCK,ARKANSAS:
6 Section 1. The City Manager is authorized to enter into an agreement with FlashParking, Inc. in an
7 amount not to exceed Six Hundred One Thousand, Forty-Two Dollars($601,042.00),plus applicable taxes
8 and fees,to provide Parking Access and Revenue Control Stations, to be installed at the Robinson Center
9 Parking Deck, Convention District Parking Deck, and River Market Parking Deck.
10 Section 2. Funds for this project are allocated in Account No. Si OC474 108129.
11 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
12 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
13 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
14 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
15 resolution.
16 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
17 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
